What does Medicaid do for New Yorkers? Medicaid covers nearly 7 million New Yorkers. Medicaid is the main source of insurance for 5.4 million New Yorkers. Medicaid is the only public program to cover long-term care for older adults and people with disabilities in New York. Medicare generally does not cover home care. New Yorkers who need long-term care rely on Medicaid. 2
Medicaid and Long-Term Care Medicaid provides home care for nearly 400,000 New Yorkers at a cost of nearly $20 billion. Medicaid provides community-based services for 110,000 people with intellectual and developmental disabilities at a cost of roughly $20 billion. Medicaid covers 1.2 million Medicare enrollees (30% of all enrollees). 3

How New York Pays for Medicaid New York s Medicaid program spent $103 billion in 2024. $56.8 billion or 55% of that money was federal. Republicans have proposed cutting that dramatically. 5
The Republican Plan House Republicans have voted to cut $880 billion in federal Medicaid spending over 10 years. This could mean $6.7 billion in cuts for New York next year, according to the Commonwealth Fund. They haven t said what specifically they would cut. They argue that they ll save money by combatting waste, fraud and abuse rather than by targeting specific programs. 6
You Cant Cut Medicaid Without Hurting People with Disabilities 56% of NYS Medicaid funding supports older adults and people with disabilities. If Republicans cut Medicaid, New York will have less money to support home- and community-based services for people with disabilities. If federal cuts happen we can and will fight to protect our services with state funds. But the state can t replace the $56 billion in federal funding that supports our programs. 7
