Architecture Review Committee The Architecture Review Committee (ARC) is a subcommittee of the Director General Digital Steering Committee (DGDSC). The ARC mandate is to review for endorsement the architecture of every departmental digital initiative and to ensure alignment with enterprise architectures. Director General Digital Steering Committee (DGDSC) Through collaboration and consultation with subject matter experts, ARC ensures initiatives are aligned with established frameworks, principles, standards, procedures, tools, and the departmental common business strategy and technology architecture vision. About The PSPC Architecture Review Committee (1 of 3) Architecture Review Committee (ARC) Performs the following roles and actions: architectural review of solution proposals and subsequent projects involving digital initiatives throughout the life cycle Multi-disciplinary approach: voting and non-voting membership represent the various sectors of Digital Service Branch (DSB) Major, complex or higher-risk projects may be asked to present multiple times over the course of the project to ensure continued architectural alignment and to respond to environmental changes or new risks GC EARB Leads are guest members 4 4 4
About The PSPC Architecture Review Committee (2 of 3) Architecture Review Committee (ARC) ARC roles and actions (cont d): Ensure appropriate strategies and design / architecture blueprints are developed (conceptual, final / to-be) Ensure business and technical strategies align with departmental and government-wide direction and standards (i.e., where possible, a solution must interoperate with other systems and leverage existing capabilities). Track solution implementation to ensure it has been delivered according to the approved design. 5 5 5
About The PSPC Architecture Review Committee (3 of 3) Architecture Review Committee (ARC) Additional Notes: All PSPC digital projects must obtain departmental approval from ARC and DGDSC prior to presentation to MITC and GC EARB. EA Directorate Governance Service is responsible to liaise with GC EARB Secretariat to obtain presentation dates. EA Governance Service division monitors (at least weekly) the GC EARB forward agenda to ensure PSPC projects do not inadvertently bypass PSPC governance committees; issues are escalated as needed. The Chief Enterprise Architect (or delegate) is responsible to introduce projects and to set context for presentations to the DGDSC. The CIO (or delegate) introduces projects and sets the context for presentations to GC EARB. 6 6 6

EA Governance Bodies and Their Purpose Purpose of Each Governance Body: ARC: To provide technical leadership, advice and guidance for PSPC digital investments DGDSC: To ensure compliance with corporate requirements and alignment of digital services and investments strategic and operational objectives, in addition to GC priorities. MITC:To review and approve digital investments, and provide branches / regions with business-focused direction and guidance; ADM-level, draws on recommendations from DGDSC. Reports to IMB, CMC, StratOps, EXCO and/or GCEARB. GC EARB: To provide technical recommendations and highlight enterprise-wide direction on behalf of the GC CIO for consideration and approval. 9 9 9
Getting ready for ARC EA Governance Services 2 weeks ahead: The EA Governance Services will extend the calendar invitations to the presenters (typically 1-2 people) 1 week ahead: They will request the presentation materials 1 week prior to the session They prepare information packages for the ARC membership to review ahead of the meeting. Meeting with Chief Enterprise Architect to review concept case for completeness, appropriateness and to discuss and mitigate any concerns. ARC Meeting Time to present (being clear to the Board why you are here . To seek endorsement to proceed or for information (such as for new or revised architecture or standards)) A Record of Discussion (RoD) is prepared after the meeting to capture highlights that the Board noted, as well as the decision of the Board with any conditions. NOTE: The RoD may take several weeks to be officially published, but is available by emailing EA Governance Services Follow Up For Concept Cases, the Enterprise Architecture Concept Case Endorsement form is approved and then circulated to DEPMO after the ARC has endorsed it. There are instances where the business must plan to return to ARC due to a project s place in the project life cycle, or as a condition set by the committee. The EA Governance Services team will capture the need for a future visit and proactively schedule it on the ARC Forward Agenda. 10 10 10
