Simplify application process Simplify application process The current procedure for Prior approval is as follows; Application submission to CEB area office 1 Area Engineer Reviews the application 2 Draft a request letter to the DGM 3 Send the application to DGM office with the letter 4 Application sent to the Planning Engineer 5 Planning engineer reviews the application / sometimes request site inspection 6 Approval Given 7 Approval sent to area office 8 Area engineer drafts the approval letter 9

Simplify application process Simplify application process The current connection procedure for over 50kW systems are as follows; Application submission to CEB area office 1 Area Engineer Reviews the application 2 Drafts a request letter to the DGM 3 Send the application to DGM office with the letter 4 Application sent to the Commercial Engineer 5 Commercial engineer reviews the application 6 Usually forward the application to construction branch 7 Construction engineer makes a site inspection 8 Prepare the estimate 9 Estimate is sent to the area office 10 Area office issue the payment voucher and payment is made at area office 11 File is sent back from area office back to construction branch 12 Construction Engineer seeks stocks availability 13 New meter is installed and connection given, However not allowed to commission the system until harmonic test is done 14 File is sent back to the area office confirming the work complete job card 15 Area office requests for agreement signing 16 Allocate a date for harmonic testing and if passed allowed to commission the system 17

Application Process Application Process Possible Solutions Possible Solutions Over 50kW system approval applications to be directly handled by planning engineer of DGM office Over 50kW connections and payments to be directly handled by construction branch of DGM office Payments for solar earnings are also handled by DGM office (over 300,000.00 payments to be approved by DGM) Therefore all connections above 50kW to be directly handled by the DGM office Modify the online payment tool for payment of estimates

  10. Other Issues Other Issues Unavailability of Meters Different processes at different offices Require wiring certificate from chartered engineer Visiting of sites without informing the client or installation company

Future Policy requirements Future Policy requirements Approval for Hybrid Storage systems Encourage customers to be islanding mode between peak hours Encourage customers to invest and provide a much improved Feed in tariff during peak hours Removal of high import taxes for storage batteries and equipment (proposed in 2018 budget) Regulate the quality of equipment and panels Client to have the option of getting the CEB payment or set off against the electricity bill Payments to be made to the investor in case of Roof renting models 14% tax benefit also to be given to net accounting and net plus customers
