Project Requirements for SSREHF (1) Net power output for each SSREHF shall be greater than 1 MW and limited to 10 MW; The SSREHF shall comprise of at least two renewable energy technologies including solar PV and battery energy storage. The other RE technologies may include hydro, wind, wave, biogas, waste, tidal etc. (Also refer to Addendum 1); The solar PV shall constitute 50% of the total SSREHF capacity while the Other RE technology shall make the remaining 50% capacity; SSREHF(s) with a net power output capacity not exceeding 2 MW shall be connected to the nearest 22kV feeder. SSREHF with capacity between 2 MW to 4 MW may be connected to the nearest 22 kV feeder depending on its capability to accommodate the generation facility. Project with capacity above 4 MW shall be connected to eligible 22 kV substations.

Project Requirements for SSREHF (3) SSREHF can be charged from the grid from midnight to 05:00 (Net metering shall apply) Bidder shall be allowed to import energy from the grid only for a maximum of 10% of the total annual SSREHF energy export in a given contract year. If it exceed the above limit, commercial rate shall be applicable for the excess energy imports. Bidders are required to submit to the latter every day before 19:00 (Day Ahead), the forecasted firm power output for the following day i.e. between 10%-100%. Any BESS charging during the night from the grid should also be forecasted when the Day Ahead Forecast is submitted. The Bidder shall have the possibility to revise its forecast in the morning at 05:00 at latest (Revised Forecast). This revised forecast shall be used to assess the bidder s accuracy on the forecasted output

Criteria Requirements Submission Requirements 4.1 Experience in the Development and Commissioning of Utility Scale PV Farms (*) Experience in the role of Developer/EPC Contractor/Specialised Sub-Contractor having undertaken at least two (2) reference Solar PV Farms of at least 1 MWac each over the last 10 years. Annex 7 Technical Capability (Part A) 4.2 Experience in the Development and Commissioning of Battery Energy Storage System for Grid Applications (*) Experience in the role of Developer/EPC Contractor/ Specialised Sub-Contractor having undertaken at least one (1) reference Battery Energy Storage System used for grid applications in the last 10 years. Annex 7 Technical Capability (Part B) * Projects executed by Bidder's Group company or Holding Company may be considered as Bidder's experience for meeting the qualification criteria on the condition that the Bidder submits an Undertaking from Holding Company whereby it gives the assurance that it will support both technically and financially the proposed project under this current RFP.

Criteria Requirements Submission Requirements 4.1 Experience in Development and commissioning of Other Renewable Energy Technology (as included in the bidder s proposal) Experience in the role of Developer/EPC Contractor/Specialised Sub-Contractor having undertaken at least one (1) reference project based on the Other RE technology of at least 1 MWac each over the last 10 years. Annex 7 Technical Capability (Part C) 4.2 Experience on connection to the Medium Voltage network Experience of Bidder (or its Specialised Sub-Contractor) having undertaken at least 3 power projects which have been connected to the Medium Voltage network (11 kV or above) in the last 10 years. Dos and Donts of Bid Submission (5) No. Criteria Requirements Submission Requirements 5.1 Proof of Availability of Land for Project Bidders must demonstrate proof of land commitment for setting up of the proposed SSREHF. The land may be reserved or leased or owned by Bidder. Proof of Land Commitment Letter 5.2 Bid Security & its Validity Bidder shall submit along with its proposal a Bid Security equivalent to MUR 1 Million per MWac (Guaranteed Net Power output) and valid for 210 days as from the Bid Due Date. Annex 2- Bid Security 5.4 Letters of Interest from Project Lenders & Letter of Commitment from Project Equity Providers Bidder shall submit Letter of Interest from Project Lenders and Letters of Commitment Project Equity Providers that they have the necessary financial means to finance the project. Annex 8 and Annex 9 Format of Letters All Parties Combined shall meet the above requirements

For a Single Entity, a Board Resolution will be required whereby power has been delegated to the person signing the Letter of Proposal. Dos and Donts of Bid Submission (7) No. Criteria Requirements Submission Requirements 5.9 Compliance with IEC Standards for PV Panels and Inverter Bidder shall provide IEC Certificates issued by Independent Certification Authorities for the following Standards PV Panels & Inverters IEC Certificates for proposed Panels and Inverters model 5.10 Time of Completion Bidder shall meet the time of completion of project as per Section 3.21 of the RFP Document. Dos and Donts of Bid Submission (8) Model PPA has been uploaded on 21 April 2022 (Addendum 2); Bidders having any reservations/comments/remarks on the model PPA will have to be raised during bidding stage by way of clarification. In the event CEB finds it reasonable to amend certain clauses further to the clarifications received, it will do so through the issue of an Addendum. It is to be noted that the Model PPA along with all Addenda issued, shall constitute the final executable PPA at the bid closing date. Thereafter there will be no further negotiation on the PPA; Currency Mix Min 20% in MUR and difference in foreign currency (USD or EUR).

  15. Financial Evaluation The Quoted Tariff shall be evaluated based on the Levelised Unit Cost of Electricity ( LUCE ) methodology The following parameters shall be used for determining the LUCE: Discount Rate 8%; Contract Term 20 years; Forecast Exchange Rates for USD and Euro; Estimated Annual Exported Energy; and Start of Operation in January 2024
