  2. Background This evaluation is the first of a series of four ESF thematic evaluations (the other three being the ESF support for TO 8, 9 and 10) Launched in December 2018 The open public consultation was closed in mid August 2019 with very positive results (1,376 valid replies) 2

  3. Key facts on Youth Employment An estimated EUR 22 billion is being invested in youth employment schemes The total number of participations was 3.8 million The majority of participants are low skilled Positive results reported YEI: 947 thousands ESF: 475 thousands 3

Main points of attention for new programmes An integrated pathway seems still the best approach to youth employment A too narrow definition of target groups may pose problems Ensure visibility of EU support Identifying innovative communication to reach potential participants Measuring the effectiveness of youth employment operations can be further improved by reporting results more often and by also tracking soft outcomes (e.g. social skills, increased motivation, self-discipline, etc.) 4

Findings support the new Youth Employment Support Package Solid evidence base to support this new initiative Reach out to inactive/vulnerable/low skilled groups is challenging Guarantee up to 29 years should be supported Work experience or vocational training is key to increase employability 5

Lessons learned for Latvia The feedback from participants on the measures supported was positive but this was less so for participants with basic or only general secondary education There is a need to further promote the participation of young people with disabilities Achievement of targets for results 107% 6
