Our Mission To assist countries to develop their national capabilities to implement the Cartagena Convention Oil Spill Protocol, the OPRC 1990 Convention and other IMO Conventions and Protocols relevant to preparedness for, and response preparedness for, and response to hazardous and noxious substances releases, and other marine environmental threats from ships in the Wider Caribbean Region.   6. Why Focus on NCP/OPRC/RETOS? Long overdue Guarantees standardization in plan and execution Same language use in spill response operations (Unison) Less time wasted in drafting NCP Guides SIDs to IMO/International standard of preparedness National Contingency Plan (NCP) required for ratifying Convention Help SIDs in completion of drafted NCP Help in increasing accession/ratification of relevant Conventions Guarantees quicker national / regional / international response NCP drives the Caribbean Island OPRC OPRC is the Manual designed for the WCR. Cost less in the long run.

  10. Findings and Recommendations Findings Several states have draft NCP; hardly any complete plan; ALL need to upgrade soonest. Several states are yet to ratify important conventions BUT need to complete their NCP. There needs to be more national training/exercises (and joint regional exercises) in order to raise confidence level in the region. Appears that oil and the environment are not treated as a matter of PRIORITY in most states. More public awareness needs to be aroused generally. Recommendations NCP Template be made available to assist/guide the drafting of their plan. More virtual/online training be done to help catch up on time lost to Covid-19. All states accept oil pollution and the environment as very important in state development. All state consider the Conventions as an INSURANCE in which they must invest. With Covid-19 almost gone, effort be made to do catch up on face to face, national and regional training.
