RBKC YOS REMOTE HMIP INSPECTION OCTOBER 2020 REPORT- MARCH 2021 Sharing our experiences and reflections, for meaningful understandings July 2021 for YJB London Developing Practice Forum Emma Balogun- Senior Practitioner MSc Trainee Systemic and Family Psychotherapist
RBKC YOS located in London. We have close connections and relationships with Westminster and Hammersmith and Fulham YOS, given we were a Tri-Borough YOS, until 2017. Described as a small team, 7 cases were selected from the long list, inclusive of both pre and post pandemic referrals. Phone and video conferencing took place between 19th- 22ndOctober 2020. Staff took part in focus groups (Domain 1) and individual interviews (Domain 2 and 3). CONTEXT The Pilot Systemic Assessment Tool (tri-borough) was used, which is an alternative to AssetPlus. 4 Court Orders (domain 1) 3 Out of Court Disposals (domain 2) Overall rating Good 8 out of 12 areas Outstanding
Discoveries Surprises WHAT MIGHT BE USEFUL TO KNOW? Constraints Satisfactions
Staff were confident taking part online and welcomed this, given they were in the comfort of their home environment. Technology worked well. We devised contingency plans in the event of technical problems. This included having a 2ndnamed worker per case. DISCOVERIES Less attention to the history and chronology of the case, focus on the here, now, risk management, joint working, contextual safeguarding and risk to others. Inspectors were given access to Careworks 2-3 days prior to the inspection. This assisted with the fieldwork, for the off site analysis of case files.
There were occasions when plans/supporting documents were not looked at. So, if there is a piece of work that you are proud of and want to show case, have it ready, and be willing to direct inspectors to the location. Remember you have control of the cursor! SURPRISES Focus groups worked well and were welcomed by staff and inspectors as a way for demonstrating team spirit and collectiveness. This included some of the best ratings. Feedback given to case workers during the interviews was positive. There seemed to be some disconnect with this experience and the final feedback.
CONSTRAINTS WE FOUND THAT HAVING ONE INSPECTOR DIDN T OFFER GREAT VARIETY FOR SEEING THINGS WITH MULTIPLE LENS . FULL BODY LANGUAGE WAS MISSING. THIS CAN INFLUENCE THE INTERPRETATION AND RAPPORT BETWEEN THE WORKER AND INSPECTOR. SOME STAFF MISSED THIS ELEMENT.
Access to notes/ useful information which you might ordinarily be unable to take in with you, if in person, was accessible. Dialogical/conversational approach. Felt less formative and less of a tick box discussion . SATISFACTIONS Opportunity to ask questions during the interview. Choice over narrative, stories told and voice of the families
Of the three cases selected, two were triage. This included 1. LAC young female for offences of common assault against a foster carer and criminal damage. 2. a young male for first time referral for possession of cannabis. Focus on potential victims how were they protected? How were they thought of? What specific detail was evident in the safety planning? ZOOMING IN ON HMIP INSPECTION AND OOCD TRIAGE/DIVERSION Focus on: assessment to be thorough, including contextual safeguarding concerns with a focus on an exit strategy and partnership working. Triage has a focus of prevention and deterring from further offending. Therefore, there is the expectation to have similar features of effort, planning and interventions like court orders Is there sufficient focus on planning for keeping the child and others safe? systemic tool to include in the event of we will do Do plans include contingency arrangements for identified risks and safety concerns? Elements of the Pilot Systemic Assessment tool will be developed to explore the planning for future offending
