Common Approaches Mandates Customer Programs and Incentives Market Access Reforms
Mandates California: S.B. 1305 (did not pass) Procurement Targets for VPP New York: Grid of the Future (proceeding opened in April 2024) Targets for the deployment of flexible resources, such as VPP
Mandates Maryland: H.B. 1256 (enacted in May 2024) IOUs must develop pilot programs to compensate DER owners and aggregators for grid services Michigan: S.B. 773 The PSC must develop requirements for utility programs to compensate DER owners and aggregators for grid services
