This project involved reconstructing three interlockings and adjacent sections of track in the Baltimore Metro System. The work included removal and replacement of rail elements, installation of new systems, and testing procedures. Key participants included MTA, AECOM, Delta Railroad Construction, C3M Power Systems, and other collaborators.

This project entailed the reconstruction of three interlockings and adjacent sections of track within the Baltimore Metro System, located in the City of Baltimore, at the following locations: Portal Interlocking - Double crossover & adjacent sections of ballasted track Reisterstown Plaza West - Double crossover & adjacent sections of ballasted track Rogers Ave East - Double crossover

Delta completes installation of new geotextile fabric, and new sub ballast at Portal & R.P. West while beginning tie and running rail installation. Portal Day 5
Track work at Portal & RPW continues to progress ahead of schedule Rogers Ave - Amtrac of MD continues their work with support from Delta. C3M retrofitting switch machines and preparing layouts for new installation Afternoon & evening showers sent both Delta s day & night crews home early. RPW Day 6
Portal Day 7 Ballast, Cross ties, and Rail completed at Portal and RPW. Insulated and bonded joints being installed. Portal Day 8
Working on track surfacing Removal and replacement of timber ties continues at Rogers. Portal Day 9
Delta continues to surface and align tracks Insulated and bonded joints are almost completely installed. Removal and replacement of timber ties continues at Rogers Ave. C3M mobilizes at all three locations and begins cable & conduit installation while simultaneously continuing work on switch machines. Rogers Day 10
Delta performs final surfacing and aligning at Portal and RPW Delta making final rail welds at both Portal and RPW. Track surfacing begins at Rogers Ave as excavation for C3M electrical conduit continues. C3M continues to work on cable & trackside equipment installation as well as working on switch machines. Rogers Day 11
At RPW, C3M finishes setting all 4 switch machines. Mini bonds and wayside junction boxes are now being installed, & excavation for electrical conduits have now been completed. At Rogers Ave, C3M continues to work on trackside installation and Delta continues with surfacing track. Rogers Day 12
At Portal Delta has completed final track surfacing and started installation of contact rail. At Portal C3M has set all 6 new switch machines in place and has begun installing J-Boxes and cabling. At RPW, C3M wired all 4 switch machines, installed contact rail heater foundations and minibond wiring. At Rogers, Delta surfaced Track 1 and installed new rail on Track 1 under CO#3. C3M finished installing snow melter conduit and foundations. Portal Day 13
At Portal, Delta continues installing contact rail, cover boards, & closure welds. C3M began installing cable and wire to six switch machines & associated junction boxes. Portal Day 14
At RPW, C3M began testing switch machines, wiring of switch heaters and installation of cross bonds. At Rogers, Delta continues surfacing Track 2, and installing new rail. C3M began installing switch machines. Rogers Day 15
At Portal, C3M meggered switch machines and mini bonds while finishing installation of signal and bonding jumpers along with installation of traction power feeder cables to the contact rail. At RPW, Delta reinstalled kicker rail plates and new coverboard. C3M made final adjustments to switch machines, continued meggering and installing signal and power bonding jumpers. At Rogers, Delta performed final track surfacing from RA to RP station per CO #3. C3M continues switch machine work & finished installing J-Boxes, and started installing Snow Melter Cabinets. Portal Day 16
At Portal, C3M began testing signal circuits and bonding jumpers as well as wiring of Snow Melter Cabinets. Final adjustments are now being made to Switch Machines. Portal Day 17
At RPW, Delta finished dressing the interlock and completed IJ testing. At Rogers, Delta completed CN #3. C3M finished setting the switch machines and Snow Melter Cabinet. RWP Day 17
At Portal, C3M is testing signal circuits and bonding jumpers. C3M finished wiring of Snow Melter Cabinets and Switch Machines. At RPW, Delta finished dressing the interlocking. Wiring of switch heaters are now complete. At Rogers Ave, all cover boards are installed & Delta is now performing remaining change order work. C3M continues wiring switch machines and Snow Melter Cabinets.
As of 8:00PM RPW is now substantially complete. The MTA Systems crews performed the RPW interlocking inspection and found no issues. MTA crews are now performing static testing from the TC&C room
At RPW, MTA did a dead car pull test and had no issues. At Portal, C3M finished wiring switch machines and Snow Melter Cabinets and is now supporting MTA testing.. As of 6:00PM Portal is substantially complete. MTA Systems crews performed the Portal interlocking inspection and found no issues. Crews are now performing static testing from the TC&C room. RWP Day 19
At RPW, The Red Tag has been removed and power was restored to the Interlocking. Test train made several passes at speeds up to 50MPH on mainline tracks and through the interlocking with no issues. At Rogers Ave, C3M is now supporting MTA testing and completing work on switch heaters.
As of 7:00PM Rogers Ave. is substantially complete. MTA Systems crews performed the Rogers Ave. interlocking inspection. MTA crews are now performing static testing from the TC&C room. Red Tag for Rogers and Portal will be turned over in early afternoon. At Portal, C3M is working on Snow Melter Cabinets for siding track.
AECOM, Delta, C3M & MTA worked diligently to complete the requirements of Safety Certification and return the system back into service.
