  3. 1. Brief context: Nov. 2023 Jan. 2024 September 2023 April 2022 April 2024 April 2023 COP2 Agreement, Working presented annotated proposal with preliminary streams of the Action Plan. Escaz the Group II Anual Forum Anual on HRDEM. Proposals for the development of the Action Plan discussed and received at in-person remote work with the public. COP1 Agreement, it was agreed to establish an Ad hoc Working Group on HRDEM (Decision I/6) Escaz Virtual Public Consultation on proposed Action Plan. COP3 Escaz Agreement. Action Plan will be presented for consideration and approval. an were the index the work and tables Coordinated Chile, Ecuador and Saint Kitts & Nevis, in charge of elaborating an Action Plan on HRDEM. by submitted also to public consultation betweenApril and July, 2023.

  4. 2. Proposal A. Generation of Knowledge Objetive: Generate knowledge, raise awareness, and disseminate information on the situation and role of persons, groups and organizations that promote and defend human rights in environmental matters in Latin America and the Caribbean, as well as on the existing prevention, protection and response instruments and mechanisms. Courses of action: Generation of assessments on the situation of human rights defenders in the region. To continue organizing and disseminating the Forum of HRDEM. To strengthen contents related to human rights defenders in environmental matters in the Observatory on Principle 10 in Latin America and the Caribbean.

  5. 2. Proposal B. Recognition Objective: Recognize and promote the work and contributions of persons, groups and organizations that promote and defend human rights in environmental matters, helping to develop a culture in favor of the right to a healthy environment and sustainable development. Courses of action To conduct actions and communication campaigns to raise public awareness of the situation and the importance of the role played by HRDEM. To organize activities to commemorate and recognize the critical work carried out by HRDEM, for their contributions to strengthening environmental democracy, access rights and sustainable development. To build alliances with different actors, national, regional and international forums for the realization of activities for the recognition and promotion of the work and rights of HRDEM.

  6. 2. Proposal D. Follow-up and review of the regional Action Plan Objective: To implement follow-up, assessments, and review measures of the regional action plan within the framework of the institutional architecture of the Escaz Agreement, and in accordance with the principle of transparency and accountability. Courses of action: To give permanent status to the Working Group for following up, assessing, and reviewing on the actions of the action plan and that it has significant public participation. To facilitate the performance of the functions of the Committee to Support Implementation and Compliance on the matter. Periodic reports from the Parties on the implementation of and compliance with the Escaz Agreement, including implementation activities of Article 9. To prepare a regional report to be submitted at the COP in 2026 to contribute to the assessment of the progress made towards the implementation of the activities foreseen in this action plan.

Public participation strategy for the proposed Action Plan: Objective: Generate a dialogue that would allow collecting recommendations and suggestions for the proposal of the Action Plan on Human Rights Defenders in Environmental Matters. Coordinated by Chile, Ecuador and Sain Kitts y Nevis (coordinators of the Ad hoc Working Group) with the support of the Escaz Secretary.
