Background RTMCFA5 focused on technical issues affecting coastal fisheries and aquaculture in support of: better evidence-based management equitable access to resources and enhanced sustainable development of aquaculture and coastal fisheries Hybrid meeting format required a focus on a limited number of high priority technical issues

RTMCFA5 Sessions Plenary and breakout group technical sessions on: Changing behaviour in coastal fisheries and aquaculture through MCS What science is needed for trade in CITES listed sea cucumber species Developing the Regional Aquaculture Strategy from Assessment to Strategy Implementation of the Regional framework on aquatic biosecurity and National Aquatic Biosecurity Plans Coastal fisheries and aquaculture: What tools? When to use them? How to get training and support?

Outcomes Report from the CBFD2 Refer to: Working Paper 8: Reports from the 5th RTMCFA and from the 2nd CBFD Background Paper 2b: Outcomes and Actions Report from the 2nd CBFD CBFD2 was a hybrid meeting 13 October 2022 At least 24 representatives of CSO/NSA groups (11 in person; 13 online) 80+ participants including representatives of fisheries agencies and other observers

Background Community-Based Fisheries Dialogue is a separate meeting within the RTMCFA Convened by and focused on CSOs and other NSAs Provides CSOs and other NSAs the opportunity to: provide information and advice on key needs and issues associated with the sustainable access and use of coastal fisheries resources across the Pacific islands region share experiences and lessons-learned on CBF initiatives

  8. CBFD2 Sessions CBFD2 focused on: Community-Based Fisheries: Engaging the Voices of CSO/NSA plenary discussion Hearing the Voices: Community-Based Fisheries Priority Issues for NSAs/CSOs breakout groups & plenary

CBF: Engaging the Voices of CSOs/NSAs The purpose of the CBFD and an overview of the focus of the CBFD2 Establishment of the interim Community-Based Fisheries Dialogue Advisory Group (CBFD-AG) Identification and prioritisation of CBF issues of importance or interest that are common across the region or sub-regions Hopes and expectations for the CBFD process

CBF: Hearing the Voices of CSOs/NSAs 3 CBF issues identified as common across the region were: Need for CSO/NSA representation through transparent national processes for selecting participants for the CBFD and other national level dialogues on coastal fisheries Need to accurately inform and build capacity of CSOs and NSAs on CBFM Better integration of traditional/local knowledge with modern/conventional science for effective coastal fisheries management

CBFD2 Outcomes and Action Report Report summarises: Outcomes, actions and points of consensus among CBFD2 participants Highlights priority issues and needs to be actioned by CSOs/NSAs, and SPC members Provides guidance to SPC FAME s Coastal Fisheries and Aquaculture Programme Key CBFD2 recommendations for HoF15 consideration

Consider and make determinations on the specific requests from the RTMCFA5 to HoF15. 3. Note the Outcomes Report from the CBFD2 (Background Paper 2b) 4. Consider and make determinations on the specific requests from the CBFD2 to HoF15.

RTMCFA5 Key Recommendations to HoF15 RTMCFA5 Recommendation HoF Action Requested Changing behaviour in coastal fisheries and aquaculture through MCS Recommendation 14(a): The meeting requests HoF15 to support the development and promotion of a culture of compliance using tools adapted to the local context, and consider the adoption of an administrative penalty system of infringement notices, demerit points or spot fines (or other alternatives such as community services or in-kind payments) that are specific to members needs.
