  1. Discussant Remarks on Engineering Services Susanna T g 32nd Voorburg Group Meeting, New Delhi, October 26, 2017

  2. Papers Output Jakob Kalko (Norway), Ramon Bravo (Mexico) & Agnieszka Matulska-Bachura (Poland) SPPI Yann Leurs & Fr d ric Ouradou (France) Maja Dozet & Josipa Kal i Ivani (Croatia) Cristina Cecconi & Salvatore Cavallaro, presented by Fabrizio Marinucci (Italy) Moegi Inoue (Japan) 2 17 March 2025

  3. General Remarks on Engineering Services Wide range of services within the industry Some countries have experienced decrease in engineering service industry in recent years, although there has been signs of recovery Engineer services can be seasonal because of accounting practices (France: production 65 % above the year average in December) Many small enterprises need to survey them also 3 17 March 2025

  4. Output 4

  5. Output challenges Classification: distinction between manufacturing, construction, and engineering services No data by type of customer and product level data by establishment Imbalances in SUT rise in inventories which is not preferable in case of services Possible reasons: o Are some internal transactions included in the output? o How is the output of subsidiaries abroad shown? o Any other ideas what is behind this phenomenon? 5 17 March 2025

  6. SPPI 6

  7. SPPI General Remarks Unique, one-off services Official scale of fees are in use in some countries Some countries cover only 71.1 Architectural and engineering activities and related technical consultancy or 71.12 Engineering activities and related technical consultancy Quality adjustments New technologies and digitalization affect also engineering services e.g. drones, BIM How to measure and quality adjust? 7 17 March 2025

  8. Pricing Methods Time-based methods (Japan, Croatia, France) + Easy to report - Changes in labor productivity are not captured (cross- cutting topic in VG in 2016) Model pricing (Japan, Italy) + Suitable for unique services - Difficult to comprehend and provide estimation for the price change - Updating the models 8 17 March 2025

  9. Pricing Methods cont. Direct use of repeated services (Croatia, France) + Simple method - Rarely usable: not so many homogenous services in engineering Percentage fee (Croatia, France) + Straightforward method to use - Multiple factors that influence the price of engineering services and this method may not adequately reflect actual prices received (SPPI manual) Does price variation depends on the selected pricing method? (France) 9 17 March 2025

  10. Output & SPPI Coherence Generally seem to be coherent, but some issues with: Sampling units Industry vs product Enterprise vs establishment vs Kind-of-Activity Unit Coverage of SPPI Output by destination (BtoB, BtoC, BtoG, BtoX, etc.) Timing : NA and volume indices would need prices monthly and with a shorter lag need for interpolation & extrapolation 10 17 March 2025

  11. Thank you Susanna T g 32nd Voorburg Group Meeting, New Delhi, October 26, 2017 17 March 2025 11
