Rental Housing Development (RHD) Compliance Data Report
WHAT IS A COMPLIANCE DATA REPORT? The Compliance Data Report ensures Grantees and Tenants are meeting income and rent limit requirements that are updated and outlined annually by HUD and the HOME Rental Housing Development (RHD) Program Guide. The RHD Compliance Data Report Form (Attachment D) covers the period of October 1st through September 30th of each year during the Affordability Compliance Period. The Compliance Data Report, which includes certification of compliance with program rent and income requirements, is due by December 1 of each year.
WHO NEEDS TO SUBMIT A COMPLIANCE DATA REPORT? Any project that is still in the Affordability Period is required to submit Annual Compliance Data Reports to remain in contractual compliance with program rules and regulations. Please refer to your contract if you are unsure if your project is still in the Affordability Period.

HOW TO FILL OUT A COMPLIANCE DATA REPORT SECTION 2: (SEE NOTES IN RED AS WELL AS HIGHLIGHTED CELLS ON IMAGE) 1=Insert Unit (Apt.) # - this unit number must correspond with which unit is specified as a HOME unit in your contract 2=Percentage of Single Room Occupancy (SRO) https://www.hudexchange.info/resources/ documents/Understanding-SRO.pdf 3=Number of Bedrooms in the unit 4=Are utilities included in the unit? SECTION 2 CONTINUED: 12=Is there a rent subsidy? If yes place source in this column. Example: Section 8 13=Place the dollar amount of rent subsidy in this column if applicable 14=Place the dollar amount of utility allowance for each unit in this column 15=HUD listed rent limit. All of the different Counties, States, and Years can be found on the HUD exchange website. Reference published HUD HOME rent limits
IMPORTANT INFORMATION TO REFERENCE: The front side of the Annual Compliance Report (named Section 2 in this PowerPoint), should be the Move In Information only. Example: If a tenant moved in 2/2/2013 and you re reporting on the 2017 Annual Compliance Report you would put the move in data (2/2/2013) for that tenant and apply that value across to all the columns. This applies to the HUD Income Limits and Rent Limits as well. A new line should be started with each tenant turnover. All tenants should be reported for on the Move In Side of the report. It is crucial that apartment numbers and information provided are accurate and match your contractual agreements.
