ECAC Process Discussions started following the 39th ICAO Assembly 2016 Initiative of ECAC Directors General (Co-ordinating Committee) Internal discussions within ECAC Consultation with ECAC Member States Recommendation made to ECAC DGCA ECAC DGCA adoption on 4 May 2017 Transition phase in the months ahead New structure will enter into force on 1 November 2017 (at the latest) Norwegian Ministry of Transport and Communications 09 July 2025 2
Why reorganize? Expansion of ICAO activies seen over many years MBM / CORSIA work to be done in the CAEP following 39th Assembly Need for a better management structure / reporting to DGCAs Fragmentation of groups groups established according to arising needs Many groups members did not actively participate Groups more stremalined information / production Norwegian Ministry of Transport and Communications 09 July 2025 3

New groups Environmental Programme Management Group (EPMG) - Ensuring reporting to DGs / Political orientation European Aviation and Enviroment Working Group (EAEG) - European CAEP coordination - Focused on production / active participation - Also open to "Non-CAEP members" (transparency) ECAC Environmental Forum - Very broad group with stakeholders and third countries - Information sharing and best practices Norwegian Ministry of Transport and Communications 09 July 2025 5

Our assessment Grateful for this work, needed to be done CAEP transparency issue key for well-functioning of the EAEG Need for a subgroup to the EAEG on MBM? Involvement and expertise of Commission, EASA, and Eurocontrol needed in both the Forum and the EAEG MBM: Written consultations proved very effective in the lead-up to the 39th ICAO Assembly, could be repeated on later occasions Norwegian Ministry of Transport and Communications 09 July 2025 7
