  2. Objectives 1. To inform new and existing charter schools who serve students with disabilities who reside in residential facilities of their obligation to submit data into the RF Tracker Data Collection System; 2. To inform charter schools about which students are considered RF students and why; and 3. To inform charter schools of the requirements of the RF Tracker Data Collection

  3. Objective 1 Obligation to Submit Data

  4. All school districts and charter schools serving students with disabilities residing in residential facilities located within the district s geographic boundaries and/or jurisdictions will be subject to the Residential Facility Monitoring System.

  5. Objective 2 Which students are considered RF students?

  6. The definition of an residential facility for the purposes of the Residential Facility Monitoring System is a facility that provides 24-hour custody or care of students who reside in the facility for detention, treatment, foster care, or any noneducational purpose.

  7. Which facilities are considered RFs for the purpose of Residential Facility Monitoring?

  8. State supported living centers Residential facilities for specific purposes (drug treatment, emotional/ behavioral needs, abuse, etc.) Emergency shelters Detention facilities and jails Group homes Therapeutic foster homes----does not include traditional foster homes licensed as Foster Family Homes

  9. Why do we monitor for students with disabilities who reside in residential facilities?

  10. The Residential Facilities Monitoring System was established to improve performance and compliance with federal and state special education requirements for a unique and vulnerable population of students who often have limited access to family members who can advocate for their educational needs.

  11. How is data collected for students with disabilities in RFs?

  12. The RF Tracker is a data collection system for collecting data regarding districts who provide education services to students residing in residential facilities, information about the residential facilities, and information related to the provision of special education services to students with disabilities.

  13. How do I access the RF Tracker application?

  14. Districts must establish access to the RF Tracker application by completing an on-line request for access.

  15. Guidance regarding completion of RF Tracker data can be found in two documents: RF Tracker Guidance Document Helpful Hints document located on the TEA website at www.tea.state.tx.us/pmi
