  1. E3 top-up resource allocation SENCO Networks Spring 2019

  2. Agenda 1. Overview of reason for change 2. Timescale for implementation 3. Review of descriptors 4. Practical application 5. Discussion

  3. Why the need for a change? 1. Feedback from a range of people that the Can-Do is difficult to complete and unclear 2. Differences in allocation between 2 children with similar needs due to subjectivity of the can-do 3. Not transparent parents and schools ask why that funding and there s no clear methodology

  4. Why the need for a change? 4. Not linked to the needs and provision in the EHCP where is the evidence? 5. Administration and moderation time- consuming and inefficient for the SEN team 6. Can-Do not effectively funding SEMH needs 7. Can-Do not funding complex medical needs

  5. Timescales and implementation Special school allocation to bandings will be completed ready for 1stApril 2019 All other children will move onto the new banding when they have their annual review from 1stApril 2019 AROs will look at annual review documentation and EHCP, identify needs and allocate to a banding and check that the provision matches. Any disparity between need and provision will be reviewed with SENCO

  6. Timescales and implementation review paperwork paperwork will be updated before 1stApril 2019 to reflect new banding system Annual and EHCAR Paperwork will be circulated in red bag and through SENCO network email list Please continue to use current EHCAR forms, annual review forms and Can-Do until 31st March 2019 Going forward, once a child is allocated to a band, changes will be through annual review / interim review process

  7. DESCRIPTORS There are descriptors for each primary need but these can be used in combination where a child has additional needs Compare EHCP with primary need descriptors in the first instance If there are significant additional needs, review other descriptors do those needs require additional provision than in primary need banding? If a child is in band 6 for their primary need and then their additional needs are in bands 1-5, it is likely that the provision for band 6 will cover those additional needs. If a child is in band 6 for their primary need and then their additional needs are in bands 5/6, they might need to be banded higher see descriptors.

  8. DESCRIPTORS 1) Look together at ASD and cognition and learning descriptors 2) On table review other descriptors 3) Feedback on descriptors 4) Working in pairs or threes allocate the EHCPs you have brought with you to a band

  9. Feedback and questions Group feedback Thoughts, questions, suggestions Any questions after April 2019 on individual children please ask your ARO!
