Restart New Mexico, RFA Overview The Restart New Mexico (RestartNM) RFA provides financial resources to create short term training programs designed to get New Mexicans prepared for diverse work opportunities that lead to immediate and direct employment in in-demand jobs. Work in partnership with NM postsecondary institutions and Adult Education programs to develop boot camp, short term training programs for in-demand occupations. RestartNM coordinates resource access and amplifies awareness of services by implementing the following strategies: Develop and implement a comprehensive statewide RestartNM marketing campaign. Develop a website (RestartNM) dedicated to information to short and long-term educational and work pathways. Create a central chat and phone line that allows New Mexicans to direct-connect with a career consultant.

  3. Short-term Trainings/Boot Camps For the purposes of this RFA, boot camp and short-term trainings are defined as workforce development opportunities that prepare participants for immediate employment opportunities in a specific field that results in a certificate of content mastery or credential in an in-demand occupation. Fundable short-term trainings and boot camps under this RFA shall not exceed 12 weeks of instruction. Trainings may require less than 12 weeks of instruction Trainings may include a combination of skills and competencies that align with a current vacancy or in- demand occupation Trainings may lead to an industry credential Trainings may be for-credit or not-for-credit

  4. Occupation and Skill Alignment The RestartNM Collaborative shall publish a dataset that provides applicants available in-demand occupations. Available in-demand occupation are defined as follows: Occupations that have a 7.7% or higher projected annual occupational growth, OR Have average annual job openings of 10 or more. Applicants may also propose a program that prepares participants for other local in-demand occupations pursuant to the following: Occupations demanded by employers based on written statements from at least three employers who regularly hire for such occupations, OR Areas of growth as identified by Economic Development initiatives. ii. Association employers iii. Skills and/or credentials necessary to meet occupation qualifications.

  5. RFA Funding Source of funding: Workforce Innovation and Opportunity Act (WIOA) Governor Reserve fund used to develop or identify education and training programs to increase the number of individuals training for and placed in non-traditional employment. A total of $1.5 million will be awarded under this announcement. Additional funding may become available at the discretion of the Restart Collaborative. Fund ceiling per program is up to $80,000 inclusive of allowable indirect costs. More than one award may be made to a single applicant. The New Mexico Department of Workforce Solutions (NMDWS) reserves the right to reject applications and make no awards or make fewer awards than anticipated under this RFA. NMDWS further reserves the right to make additional awards under this announcement, if additional funding becomes available after the original selections are made. Any additional selections for awards will be made no later than six months after the original selection dates.

  6. Eligible Applicants The Restart Collaborative encourages collaboration to the greatest extent possible. Examples include: Co-development of program curricula Sharing of resources Co-teaching CO-offering training to increase enrollment capacity The following entities are eligible for funding under this RFA. Public and Tribal Institutions of Higher Education in New Mexico Adult Education Programs affiliated with a public institution Collaborations of institutions of higher education

  7. Allowable Expenditures Applications may include costs reasonable to develop and deliver a qualifying training. Administrative costs are limited to 10% and total application requests may not exceed $80,000. Costs associated with developing curricula that clearly aligns with occupations (and associated skills). Faculty/instructor compensation. Necessary consultation expenditures. Training for quality instructional delivery. Software licenses or access fees necessary for content mastery. Costs associated with the use of learning management systems. Purchasing online support systems to help students mitigate issues using remote and online learning systems. Examples include online tutoring, advising, or support using technology. Supplies costs associated with necessary instructional planning and delivery supplies. Cost of attendance for at least one training/bootcamp session be offered at no cost to participants.

  8. Proposal Narrative Proposal narrative is limited to a total of ten pages and must include the following: Proposed training start and end date. Extent to which the training can be offered online. Participant capacity. The minimum requirements or skills necessary for participants to enroll in the training. Occupation and Skill Alignment - a plan for how the training will satisfy the minimum skills and/or credentials associated with at least one in-demand occupation. Points of contact both programmatic and administrative. Training application process -- Overview of the application and admissions process, including any information needed for enrollment. Overview of how the institution consulted with at least one employer to ensure program alignment and job placement. Program outreach and recruitment strategy. Budget summary collaboratives must allocate costs accordingly.

  9. Proposal Rating Metric Total Possible Points 85% of Total Possible Program access including the extent to which the training is offered at an optimal time for interested adults and dislocated workers (ie, hours beyond traditional scheduling of 8:00am 5:00pm, weekends, etc ); available with minimal entrance requirements, and offered in an ideal and accessible modality 20 17 Unlike a traditional funding competition, proposals will not be ranked against others. Instead, the collaborative may elect to fund proposals that meeting a minimum score for each metric. Alignment with in-demand occupations, and demonstrated employer support 30 25.5 Streamlined application and admissions process 10 8.5 The minimum score for each metrics is equal to 85% of total possible points. Budget summary and cost efficiency of participant impact 20 17 The scoring team may request additional information or clarity on any component of the proposal. Training timeline, the extent to which the institution can ensure content mastery over a 12- week period or less and assure completion of certificates of content mastery and/or industry recognized credentials 20 17 Total Points 100 85

  10. Reporting Requirements The collaborative is interested in measuring the impact of the RestartNM project. Impact includes the extent to which funded programs yield work-ready completers who secure a job in an occupation for which they were trained. All awardees will be responsible for submitting a performance report no later than 30 days following the completion of the first funded program. The report shall include the following: Roster of students enrolled. First and last name, and last four of social security number. Identification of which students successfully completed the funded program. Overview of the barriers that prevented program completion. Expenditure report. Selected applicants will be provided with a report template.

  11. Other Provisions The collaborative is interested in measuring the impact of the RestartNM project. Impact includes the extent to which funded programs yield work-ready completers who secure a job in an occupation for which they were trained. Program completion requirements must include participant registration in the NM Workforce Connection Online System. Registration through WCOS should be facilitated by a career consultant Program funding shall not be used to supplant existing resources dedicated to workforce development programming. Applicants are encouraged to leverage existing resources to maximize program effectiveness and efficiencies. Expenditure reimbursements shall occur on a quarterly basis. Similar programs may be funded at multiple institutions based on need, program capacity and geographic location.

  12. Eligible Training Provider List FAQs Applicants are encouraged to explore whether their training may be placed on the ETPL. Doing so will allow eligible participants to apply for Title I financial assistance. Program review can occur within 48 hours.
