  1. ACT Government Health Commissioning A Refreshed Approach Last updated January 2024

  2. Acknowledgement of Country We wish to acknowledge the Ngunnawal people as traditional custodians of the ACT, and recognise other people, families or groups with connections to the lands of the ACT and region. We respect and celebrate their continuing culture and the contribution they make to the life of this city and region.

  3. The refreshed approach - overview Commissioning stream Intensive Commissioning Approach Short term cycle Highly structured and tailored commissioning cycle undertaken as a policy priority where Government and sectors partners have high willingness, readiness and capability to engage in commissioning Pre-commissioning assessment Flexible Alignment Approach Medium term cycle Appropriate where there is commitment to develop a key strategy or plan to inform a commissioning cycle, where additional evidence about need, demand and impact is required to inform commissioning and/or budget processes, or where commissioning is likely to depend on the priory work Sector capability and capacity assessment Provider capability and capacity assessment Supported Capability Approach Long term cycle Acknowledges that some providers or sectors may be less prepared for commissioning or may require time to develop commissioning capability and capacity to engage in commissioning due to their capacity (size, operations or staffing mix). Internal capability and capacity assessment Risk assessment

  4. New commissioning streams Intensive Commissioning Approach Community Support (CATS) Sexually Transmissible and Infections and Blood Borne Viruses (STIBBV) Alcohol, Tobacco and Other Drugs (ATOD) Primary Health Services for Young People Mental Health Flexible Alignment Approach Palliative Care Support Aged Care Respite Primary Care Support Aboriginal and Torres Strait Islander Health Partnerships Supported Capability Approach Chronic Conditions Family and Inclusion (formerly Maternity Support)

  5. Future commissioning streams Women s, Youth, Children and Family* Chronic and Primary Care* Aged and End of Life Care* Mini-commissioning capability cycles Mental Health & ATOD* Agreements with providers in the Flexible Alignment and Supported Capability streams will be extended via a Deed of Grant (DoG) to enable sector sustainability, alignment of activities and commissioning capability building. Over the term of the DoG, ACTHD will work with sector partners to undertake mini-commissioning capability cycles to assess community priorities, update Needs Assessments, and explore opportunities for short-term innovation. The term of DoGs will be based on sector need and the provider/sector s proposed future alignment into a broader commissioning portfolio (to avoid commissioning everyone at the one time)*. Note: It is intended that future commissioning portfolios are better aligned with other subsectors of commissioning occurring across other commissioning directorates, and that future cycle timelines will be better planned to align with other similar policy work and engagement being undertaken across government and the sector. *Subject to further policy development, testing/consultation and Executive/Delegate agreement
