Review of Capital Expenditure in the Enterprise Sector 2013-2022 Overview This Spending Review thematically analyses the Department of Enterprise, Trade and Employment s capital expenditure over the period 2013 to 2022. The previous review of Department s capital expenditure was published in 2021 and covered the years 2006- 2020. The White Paper on Enterprise 2022-2030 and the Economic Recovery Plan 2021 are used as the core policy documents for the update on this exercise. Data are collected at programme-level, and each programme is categorised into one of seven distinct Themes and 21 Sub-Themes, reflecting the policy context in which the Department has operated over the study period. 2 Rialtas na h ireann | Government of Ireland
Review of Capital Expenditure in the Enterprise Sector 2013-2022 Aims and Objectives Examine the changes in capital expenditure at a programme level over the period 2013- 2022, and whether these changes align with the national and departmental policy priorities, with a particular focus on changes over 2021-2022. Assess how well the programmes supported under the Department s capital budget align to the Department s mandate/strategy and policy priorities. Given the increasing reliance of selected agencies on this source of funding, assess changes in Own Resource Income (ORI) associated with programmes, its impact on budgeting and the scope for any negative shock to ORI to limit capital expenditure into the future. Review of Capital Expenditure in the Enterprise Sector 2013-2022 Key Policy Relevant Findings (1/2) The total capital expenditure of the Department equalled 4.7 billion over 2013-2022, and the level of the Department s annual expenditure has risen over the study period. Over 2013-2022, the Department s capital expenditure has focused on areas which are at the centre of its policy remit, including Innovation, Trade and Investment, and Entrepreneurship and Scaling. The significant level of financial support offered by the Department to support the enterprise sector in light of Brexit and COVID-19 is reflected in the emergence of Stabilising Enterprise as another important focus theme over the study period. IDA Ireland and Enterprise Ireland joint ORI increased over 2013-2022, totalling 1.1 billion. This funding stream has been variable and difficult to predict for both Agencies over the study period, and this uncertainty can present challenges in terms of budgetary planning. 4 Rialtas na h ireann | Government of Ireland
Review of Capital Expenditure in the Enterprise Sector 2013-2022 Key Policy Relevant Findings (2/2) It is recommended to regularly update this review to encompass future trends in capital expenditure and to ensure the continued relevance and alignment between funding and policy. Further reviews to broaden the scope of this analysis on ORI and a broader assessment of impacts are encouraged in the medium-term. It is worth noting the importance of ongoing engagement with the relevant State Agencies. Continued coordination between the Department and these Agencies is essential to ensure that data on shifting priorities, particularly with regard to decarbonisation and digitisation, are captured. 5 Rialtas na h ireann | Government of Ireland
