CSTD Ten-year review of the progress made in the Implementation of the WSIS outcomes Discussion session Anne Miroux Director, Division Technology and Logistics, UNCTAD Head of the CSTD Secretariat 12 June 2014 Geneva, Switzerland
WSIS: CSTD's mandate (1) ECOSOC resolution E/2006/46 requested CSTD to: a) Review and assess progress at the international and regional levels in the implementation of action lines, recommendations and commitments contained in the outcome documents of the Summit; b) Share best and effective practices and lessons learned and identify obstacles and constraints encountered, actions and initiatives to overcome them and important measures for further implementation of the Summit outcomes; and c) Promote dialogue and foster partnerships, in coordination with other appropriate United Nations funds, programmes and specialized agencies, to contribute to the attainment of the Summit objectives and the implementation of its outcomes and to use information and communication technologies for development and the achievement of internationally agreed development goals, with the participation of Governments, the private sector, civil society, the United Nations and other international organizations in accordance with their different roles and responsibilities.
WSIS: CSTD's mandate (2) ECOSOC resolution E/2013/9 requested CSTD to: -to collect inputs from all facilitators and stakeholders and - to organize, during its seventeenth session, in 2014, a substantive discussion on the progress made in the implementation of the outcomes of the World Summit, and to report thereon, through the Council, to the General Assembly as it makes an overall review of the implementation of the outcomes of the World Summit; in 2015; and - to submit, after its eighteenth session, the results of its ten-year review of progress made in the implementation of the outcomes of the World Summit, through the Council, to the General Assembly as it makes an overall review of the implementation of the outcomes of the World Summit in 2015.
Substantive discussion at the 17th annual session The Commission: discussed the implementation of WSIS outcomes and challenges considered trends in technology and development, and their impact on the Information Society reviewed progress on the WSIS+10 review, the Internet Governance Forum and CSTD s working group on enhanced cooperation drafted a resolution on the implementation of and follow up to the WSIS outcomes for consideration by ECOSOC
Methodology for collecting of inputs The outcomes and inputs to the WSIS+10 High level event, the WSIS+10 Conference Towards Knowledge Societies for Peace and Sustainable Development and the statistical work by the partnership on Measuring ICT for Development constitute important inputs to the ten-year review Discussion sessions in the WSIS+10 High Level Event and the Ninth Internet Governance Forum and in the context of the UN Regional Commissions events. An open invitation to all stakeholders to contribute their experience and views through a questionnaire on the CSTD website Request for contributions covering the past ten years s experience and future priorities addressed to Member States, UNGIS agencies and other international actors
Key questions for the Review To what extent has 'people-centred, inclusive and development-oriented Information Society developed in the ten years since WSIS, and how have WSIS outcomes contributed towards this? What are the major challenges that have inhibited the emergence of a 'people-centred, inclusive and development-oriented Information Society , and how effectively are these being addressed? What should be the priorities for stakeholders seeking to achieve WSIS outcomes and progress towards the Information Society in the Post- 2015 Development Agenda?
The road ahead for the review Collected inputs will be published on the CSTD website. Assessment report from the CSTD Secretariat in the same manner as the WSIS five year report, to be submitted to the next inter-sessional panel and to the 18th session of the Commission. The ten-year review of the Commission, during the 18th session of the Commission The results to be submitted through the ECOSOC to the General Assembly, as mandated in the resolution
