BACKGROUND The purpose of the review is to ensure accurate recording of expenditure to reflect the true expenditure in ICT by the Public Service and enhance reporting and analysis for improved decision making. In 2024-2025; DPSA recommende d that the National Treasury consider the revised ICT SCOA codes for the departments' implementati on. In the 2023- 2024 fiscal year, the e- GSIM branch hired a service provider to review the ICT SCOA codes structure for the public service. The objective of the review was to evaluate and propose new definitions for the ICT SCOA codes. A total of 130 records were reviewed. The review suggested amendments to facilitate better accurate reporting on ICT expenditure. The changes are translated into the Chart. METHODOLOGY APPROACH The ICT SCOA codes review methodology was guided by the United Standard Products and Services Code (UNSPSC), a global multi-sector standard. The UNSPSC was used to standardize the description and classification of the goods and services procured by departments. Furthermore, the methodology was also guided by the Control Objectives for Information and Related Technologies (COBIT) 2019 technology governance framework. Accordingly, the review made use of a risk-based approach in performing the gap analysis between the current definitions and the new market aligned definitions.
