During the Infrastructure Bill presentation in September 2021, the Department indicated that there would be future revisions to the Selection process in terms of how a firms volume would be integrated into the scoring process. This presentation will go over those revisions State of Connecticut Department of Transportation

Current Process Shortlisting Determined by proposal score Maximum score of 80 points Proposals are not scored if all firms are shortlisted Final Selection Score All shortlisted firms are interviewed Interview score determines final selection Proposal score is not factored into the final scoring State of Connecticut Department of Transportation

  4. New Process The new scoring process will a combination of several factors. Simple Formula: A + B + C = D A = Proposal Score B = Volume Adjustment Score C = Interview Score D = Final Selection Score (Note: A + B determines the score used for shortlisting) A Proposal score will be based on a maximum of 100 points. Will be scored even if all firms are shortlisted B Volume Adjustment score (discussed on next slides) C Interview Score will be based on a maximum of 200 points. This will be constant for all interviews. D Scores which are presented to the commissioner for final selection State of Connecticut Department of Transportation

B = Volume Adjustment Score Volume Adjustment Score: Based on a Complexity Factor for each assignment and Percentage of Volume of each firm Complexity Factor (Low, Medium, or High) Determined by the Department Identified in the Solicitation letter or Legal Notice When possible, the anticipated complexity factor will be indicated on the Solicitation Look Ahead Factors such as scope of work, number of staff required, specialized Staff or services required, and construction cost will be considered in the determination State of Connecticut Department of Transportation

  6. Complexity to Volume Adjustment Relationship Complexity and Volume Adjustment scores are inversely related - As the complexity of an assignment increases, the volume adjustment decreases.   7. Volume Adjustment by Year Volume is calculated by looking back over the last 3 years of payments. The volume will be calculated for each year and a weighting factor applied to it. Looking back: 0-365 days (year 1) will be weighed 50% 366-730 days (year 2) will be weighted 35% 731-1095 days (year 3) will be weighted 15% This weighting puts more emphasis on recent work vs. older work State of Connecticut Department of Transportation

Things to Know On the first of every month, the Department will post the Volume Adjustment Scores of each firm, broken down into each of the 3 complexity categories on the Consultant Selection website. (shown on the next slide) Solicitations advertised during each month will use the volume numbers posted at the beginning of that month. The date of shortlist or interviews will not change the volume number. Note: Most firm s volume numbers will not change drastically from month to month. Volume will be based on the Prime only. Sub-consultants will not be included in this calculation. When possible, the anticipated complexity factor will be indicated on the Solicitation Look Ahead. The actual complexity factor will be identified in the Final Solicitation This process will be used for Legal Notice and Prequalification assignments The Department will monitor the impact this has on the selection process and make modifications if necessary State of Connecticut Department of Transportation

  13. When will this happen? This new scoring process will be implemented March 1, 2022. The volume adjustment scores for each firm will be posted on this day. Any solicitations which have been advertised prior to today, February 18th, will be processed using the old/current method. Any solicitation advertised after March 1st will be processed using this new scoring method. No new solicitations will be advertised until March 1st State of Connecticut Department of Transportation
