A First Look at the Revised Student Code of Conduct School Committee Workshop Bill Butler Collaboration Room Barnstable High School January 22, 2020
Tonights Objectives To provide information to the Committee regarding the current status of the Student Code of Conduct project To serve as a kick-off to the upcoming feedback cycle 2
The Purpose for the Project To continue and codify our past work with respect to creating positive school climates and enhance our focus on intervention To develop, for students, families and staff, clear, appropriate and consistent behavioral expectations and disciplinary responses to address disruptive and/or unsafe behaviors Enhance predictability and equity within the existing student discipline systems 3
The Process So far During the course of the 2018-2019 school year we Convened a multi-stakeholder Guiding Coalition to provide input and direction Included District staff, administrators, a Committee member, community members, an SRO and students Met four times Created a cross-level working subcommittee to consider current practices and structures, review what other districts are doing and create a draft code of conduct for vetting and feedback 4
The Process Looking ahead (2019-2020 school year and beyond) Create proposed drafts for each level (K-3; 4-7; and 8-12) Hoping for a fully formatted draft of each document by end of January Stakeholder input (February March) Staff BHS- current ongoing PLC (approximately 50 staff members); additional staff feedback in March; BIS- February PLCs BUES, Centerville, BWB, Hyannis West, West Villages, and BCIS- February/March Staff Meetings Students Parent 5
The Process Looking ahead (cont.) Feedback will focus on four areas: Intervention- The Student Code of Conduct is intended to support students as learners and is based on the belief that student can learn how to meet clearly stated behavioral expectations. Does the document, as written, clearly and adequately communicate the expectation that our first response to student behavior will ALWAYS be interventions, what may SOMETIMES be paired with a disciplinary response? Is the theory of progressive discipline (starting with the lowest response level) clearly articulated? Are the documentation expectations clear and reasonable? (This question is primarily directed at staff) What is the anticipated impact of the new Student Code of Conduct? 6
The Process Looking ahead (cont.) Vet, Incorporate and Publish Feedback (March April) Finalize documents; shift focus to implementation and communication planning (April May) School Committee Approval (May-June) Publication with the newly reorganized Student Handbook (summer, prior to implementation) Implementation (September 2020, earliest implementation date) *** This timeline is our current, best thinking. It may change based on new inputs around stakeholder readiness and other considerations. 7
