BACKGROUND & HISTORY The Palm Harbor Golf Club originally opened in 1973 as a community amenity for Palm Coasters. The golf course property (with the exception of the driving range property) was donated to the City of Palm Coast after a developer halted redevelopment due to the real estate market downturn. Palm Harbor Golf Club re-opened for play on November 7, 2009 under a management agreement with Kemper Sports Management. The current agreement with Kemper Sports Management is set to expire November 6, 2014.

Firm Rankings The Evaluation Team met and ranked the 3 firms as follows: 1. Billy Casper Golf 2. KemperSportsManagement (tied for 2nd) 3. Down to Earth Golf (tied for 2nd) Evaluation Team is recommending to City Council that the City Manager, or designee be authorized to negotiate a contract with Billy Casper Golf
