Road to industrial action NHS in England Activist briefing August 2022
What you need to know Background to this dispute Our analysis of the challenge Our plan and our resources Plan the campaign in your branch reaching new volunteers is the most important and effective thing you can do right now
NHS pay outcome a reminder 1,400 consolidated uplift applied to every pay point Equivalent to an additional 72 pence an hour Is an imposed award not an offer. Will be paid in September back dated to 1 April Slightly higher award made to pay points in Band 6 and 7 Meanwhile Costs for the average member going up 3,000+ (energy bills, food price inflation). NHS staffing crisis at historic levels pay not enough to recruit & retain. Only the credible threat of industrial action has any chance of forcing the government to open negotiations to improve the outcome
Our road to industrial action HSGE and IA committee have agreed a full industrial action ballot of members in NHS Annex 1 employers NHS Annex 1 Employers = NHS Trusts, ICBs, some NHS national bodies Every member directly employed by an NHS employer will get a ballot commencing 27 October 2022 Need 50%+ turnout of directly employed NHS members for a valid strike ballot. 145,000 votes largest ballot return in UK history. Only viable plan is mass branch and member involvement First part of that plan is Pledge Yes for the NHS collecting vote promises from members and routing them to activism
Road to industrial action NHS in England Phase 1 Pledge Yes for the NHS mid August to mid October to mid October Build Pledges, increase high-likelihood voters, reduce canvass list for full ballot. Identify activist volunteers for Phase 2 Reporting of Pledge rates by employer Flood every workplace with Pledge brand old school show of strength. Pledge Yes days and workplace stunts Vote Yes for the NHS 27 October to 25 November Phase 2 Massive digital targeting of Pledge votes secure high-likelihood votes early Digitally assisted ballot canvass encourage self-reporting from voters to decrease our canvass list further Activist-led, branch/organiser organised, voter drives including peer-to-peer phone banking Repeated Voter Drive days Phase 3 Act Now for the NHS - tbc We get there when we get there earliest possible is very end of December
Members pledge using email link - YES YES I pledge to return my ballot paper when it is mailed to me I will vote YES to take formal industrial action to improve the 2022-23 pay outcome
Building a successful turnout 100 90 80 Our campaign goals 70 What do you need to do to hit 50%+? Secure at least 90,000 Pledges (around 1 in 3 members), in order to Reduce uncommitted member list to 200,000, and Support activists/regions to secure an additional 55,000 votes, by empowering 6,000 campaign volunteers (around 1 in 50 members) to deliver 10 additional votes each, in order to Secure 145,000 paper ballot returns in November 2022 and Deliver an over 80% YES vote 60 How can you find and motivate campaign volunteers? 50 40 30 20 10 0
Simply put Pledge identifies high-likelihood voters Pledge provides route for members to become active Digital activist journey, with hand-off to regions In the full ballot activists will focus turnout efforts on members who have not yet pledged, while national digital efforts target members we have proven we can contact The most important thing branches can do now is identify and support campaign volunteers in your workplaces If you can get 1 in 50 of your members volunteering, and they can each reach 10 additional voters, we can get over 50%
You & your branch! UNISON National Workplace Digital Reporting Flyers, posters, cardboard cutouts Reminder postcards Meaningful conversations Branch secretaries in key lead roles Finding new activists Online Pledge Members commit to action and organising Member activation journey Direct emails and text Pledge count for every workplace Inform regions of branches with poor data Target organising and direct post to branches Build our GOTV canvass list
Key things to do Data Organising Activation Clean member data, to national specifications Code pay volunteers with WARMS code 109. Ask members to pledge using the email link Ensure a visible PLEDGE presence across all sites Plan local organising activity Identify new activists Get Out And Talk positive active message to talk through with members Identify key member groups and emerging leaders
Build your campaign! What are you plans to get visible in your workplaces? Getting to 50%+ how can you encourage members to Pledge Yes? How are you identifying new campaign volunteers? What do you need to plan now to target harder to reach members in October and November?
