Use of Industry Connections in IEEE 802 John D Ambrosia Futurewei, Subsidiary of Huawei IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA 1
Preface This presentation covers my experience with using Industry Connections within IEEE 802. Industry Connections can be used outside of IEEE 802 as well, however, I am not addressing those aspects. IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA 2
List of Questions Provided Approval of SG/IC by whom? Lifetime of SG/IC? Reconfirmation required? Purpose of SG/IC? Deliverable(s) Participation (individual/entity) Openness (who can participate, who has access to documents) P&Ps IPR regime Leadership and structure (min: chair + secretary; vice chair position?) Support by IEEE SA? Possibility to contract external resources? Budget? Need for treasurer? IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA 3
Industry Connections https://standards.ieee.org/develop/indconn/groups.html ICCAID Form - https://standards.ieee.org/develop/indconn/icaid_form.doc Current IC activities - https://standards.ieee.org/develop/indconn/activities.html ICAID requests if an IEEE Sponsoring committee has agreed to oversee the activity. Identify what procedures will be used to guide the operation of the activity (must be reviewed by ICCom) Rules (http://ieee802.org/devdocs.shtml) within IEEE 802 regarding Industry Connections found in IEEE 802 LMSC Chair s Guidelines IEEE 802 LMSC Operations Manual IEEE 802 WG P&P I have used 802.3 Operating Rules for my 802.3 IC activities, since 802 delegated the IC to 802.3 IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA 4
Approval If applicable, WG that IC is delegated to Approval by EC ICCOM IEEE-SA Standards Board (requires >50%) (requires >50%) Duration Per ICAID IC activities are chartered for two years at a time. Activities are eligible for extension upon request and review by ICCom and the IEEE-SA Standards Board. Should an extension be required, please notify the ICCom Administrator prior to the two-year mark. Need to do annual update. Roles of Study Groups and ICs Role of Study Group (per IEEE 802 LMSC P&P When a Sponsor is presented with a proposal concerning a standards development project, the Sponsor may form a Standards Study Group to examine the proposal to determine if there is a need for a standard to be developed. If the proposal merits formation of a project, the Study Group will draft a PAR for consideration by the Sponsor. Role of Industry Connections An Industry Connections activity is initiated when a group of companies or individuals recognizes a need for collaboration and consensus within a technical area, and often before they fully understand what form that collaboration should take. Does not replace standards process IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA IEEE 802 Nov 2016 Plenary, San Antonio, TX, USA 6
Questions Asked Multiple types of deliverables can be noted Will provide records of the meetings, including minutes and supporting presentations. May be the creation of one or more consensus presentations that are used as the basis for one or more Call-for-Interests to study new areas. May be the creation, as appropriate, of white papers documenting the findings of the IC activity. Support Webpage Reflector Meeting Space Publication PR Structure activity dependent / WG Dependent Budget / contract external resources - all activities I led did not request anything outside of the support provided. No additional budget. IEEE-SA Pre PAR Patent Policy IC under IEEE 802 individual based.
