5 Supporting Rural Development Adopt policies that promote education & workforce training, infrastructure, and programs which create incentives to hire people. Promote interconnectivity between DOE, TCSG & Board of Regents Continue High Demand Career Initiative (HDCI) Tie incentives to students staying in rural border counties Fully staff Georgia QuickStart Fully fund rural regional libraries via the Georgia Public Library Service Consider programs to incentivize STEAM individuals to live in rural areas Student Loan forgiveness programs Programs to improve affordable, suitable, workforce housing stock

Adopt recommendations of broadband connectivity study, but add focus on fiber to premises Fully fund DCA and GEFA water & wastewater programs Allow municipally owned natural gas systems to use DCA & GEFA programs Support rural hospitals Preserve community healthcare Continue Georgia Rural Hospital Tax Credit Funding aid for Indigent Care Adequate and timely reimbursements for Medicare/Medicaid Encourage housing programs for STEAM individuals to locate to rural counties Target rural areas for inland ports Add communities to UGA s Archway Partnership program

Protect & Enhance Georgia s favorable Statutory & Regulatory Climate Make all rural border counties Tier 1(JTCs and PW tax exemptions) Limit OneGeorgia funding to rural Tier 1/border counties Extend Opportunity Zone designations for rural GRAD certified industrial parks Assist rural counties acquire/develop land for industrial development Decrease the Corporate Tax Rate to be more competitive with FL & SC Authorize the monetization of tax credits OneStop and rapid permitting (DNR/EPD) (a la the I-85 bridge project) Adequately fund GDEcD, DCA, DOL, DOT, DOE, BOR, TCSG, DNR/EPD, & RCs Fund robust statewide marketing efforts Fully fund Deal Closing programs (Equity, EDGE, REBA, OneGeorgia, GEFA, EIP) Create protocols to invest state pension funds in startup businesses Incent citizens/residents to go to/back to work
