
Russian Federation EUN 2014: Review of Additional Information for Montreal Protocol MOP-25
In 2014, the Russian Federation nominated 212 tonnes of CFCs for MDI manufacture, with MTOC recommending 106 tonnes in their May 2013 Progress Report. Informal discussions and additional information support ensued, highlighting concerns over a potential gap in production impacting Russian patients. Efforts to investigate global CFC stockpiles were also reported. MTOC recommends utilizing existing stockpiles for 2014 to avoid delays and risks to patients.

Russian Federation EUN 2014: Review of additional information (1) The Russian Federation nominated 212 tonnes CFCs for MDI manufacture for 2014. MTOC recommended 106 tonnes CFCs in TEAP s May 2013 Progress Report. Informal discussions were held during 33rd OEWG between Russian Federation delegates and attending MTOC co-chairs. Additional information supporting the nomination was provided for MTOC review by the Russian Federation on 25th June, and by UNIDO on 27th June. Russian Federation EUN 2014: Review of additional information (2) Russian Federation provided additional information that: An exemption of 106 tonnes as recommended by MTOC would create a 6 month gap between the production of Russian-made CFC MDIs and HFC MDIs, during which Russian patients would need to shift to imported inhalers. Russian-made salbutamol CFC MDIs occupy 80% market share, and are included in Government list of medicines provided free of charge if patients use the special form from physicians. A large proportion of low-income patients rely on free medicine. Additional imported inhalers will not be added to the list of free medicines. Russian Federation EUN 2014: Review of additional information (3) The Russian Federation also reported efforts to investigate global CFC stockpiles to supply CFC requirements in 2014. Russian CFC importer (Phyton) made initial contact with owners of available stockpile of pharmaceutical-grade CFCs in the United States (200t CFC-12, 25t CFC-11 Boehringer- Ingelheim/Honeywell). BI/Honeywell report that communication has stopped. BI/Honeywell announced they will destroy stockpile in November without firm commitments to purchase stocks. UNIDO provided a tentative revised schedule indicating completion of conversion project by the end of 2014 (unchanged), and an accelerated schedule for equipment installation in early 2014. Russian Federation EUN 2014: MTOC recommendation Russian patients may be at increased risk if the quantity of CFCs authorised for 2014 was limited to 6 months supply, given that additional imported HFC MDIs will not be added to the list of free medicines. Therefore, MTOC recommends 212 tonnes CFCs for 2014, utilising existing available global pharmaceutical-grade CFC stockpiles in preference to new CFC production. MTOC remains concerned that the challenging schedule, and any unexpected problems, may result in further delays in project completion.
