Status of endorsed Safety Standards (1/5) Eight Safety Standards published since the last CSS meeting in May: DS509e: The Operating Organization and the Recruitment, Training and Qualification of Personnel for Research Reactors, SSG-84 DS509f: Radiation Protection and Radioactive Waste Management in the Design and Operation of Research Reactors , SSG-85 DS509g: Ageing Management for Research Reactors, SSG-10 (Rev. 1) DS509h: Instrumentation and Control Systems and Software Important to Safety for Research Reactors, SSG-37 (Rev. 1) DS515: Compliance Assurance for the Safe Transport of Radioactive Material, SSG-78 DS521: Radiation Protection Programmes for Transport Radioactive Material, SSG-86 DS499: Application of the Concept of Exemption, GSG-17 DS500: Application of the Concept of Clearance, GSG-18 2

  3. Status of endorsed Safety Standards (2/5) 17 Safety Guides published in 2023, like in 2022. This is again the highest rate ever achieved 3

Status of endorsed Safety Standards (3/5) Remaining endorsed Safety Standards to be issued after endorsement at CSS 52 (only 2 remaining) and CSS 53 (3 from the last meeting): DS470: Radiation Safety of Radiation Sources used in Research and Education, in editing, will be submitted for CSS silence approval soon DS523: Development and Application of Level 1 Probabilistic Safety Assessment for Nuclear Power Plants, in editing, will be submitted for CSS silence approval soon DS508: Assessment of the Safety Approach for Design Extension Conditions and Application of the Practical Elimination Concept in the Design of Nuclear Power Plants, in editing, will be submitted for CSS silence approval soon DS512: Borehole Disposal Facilities for Radioactive Waste, in editing, will be submitted for CSS silence approval soon DS522: Evaluation of Seismic Safety for Nuclear Installations, in editing, will be submitted for CSS silence approval soon 4

  8. Status of remaining actions from the 51st meeting 51.5. DS511, DS517a c and DS520 to be posted on the CSS webpage as soon as they are available. CSS members to be alerted by email for a two-week silence approval procedure with the objective of confirming the CSS endorsement of these drafts. [Action: Secretariat, CSS members]. DS511, DS517a-c, DS520, DS509 a to d published. DS509 e confirmed by CSS silence approval. NEW: DS509 f-h, now confirmed by the CSS since the last meeting and also published. The fully edited versions of the thirteen endorsed draft Safety Guides DS509a h, 8

  9. Status of actions from the 52nd meeting 52.4. DS500, DS521 and DS523 will be posted on the CSS web page as soon as they are available. CSS members will be alerted by email for a two-week silence approval procedure with the objective of confirming the CSS endorsement of these drafts. [Action: Secretariat, CSS members]. DS499, DS500 and DS521 submitted to the CSS for silence approval and now published. DS521 and DS523 to be submitted soon for silence approval.   10. Status of actions from the 53rd meeting (1/3) 53.1. The discussion on ensuring safety during an armed conflict will be reflected in the meeting report and further discussions will be planned at the next CSS meeting, including a progress report on the preparation of a related TECDOC [Action: CSS Scientific Secretary]. Done. Agenda item 5 of the 54th CSS meeting. 53.2. The fully edited versions of the three endorsed draft Safety Guides DS508, DS512 and DS522 will be posted on the CSS web page as soon as they are available. CSS members will be alerted by email for a two-week silent approval procedure with the objective of confirming the CSS endorsement of these drafts [Action: Secretariat, CSS members]. in editing, will be submitted for CSS silence approval soon. 53.3. A working group comprising several members of the CSS will be established to prepare the CSS contribution for the future development of the long-term plan for the IAEA safety standards [Action: CSS Chair, CSS Scientific Secretary]. WG established. First meeting on 14 September. Second meeting on 28 November. Agenda Item 6. 10

  11. Status of actions from the 53rd meeting (2/3) 53.4. The Secretariat will report back to the CSS on internal discussions regarding the need to update the Board of Governors on changes to the safety standards establishment system since the issue of GOV/INF/772 [Action: Secretariat]. BoG was regularly informed by GOV/INF documents when important changes were made (GOV/INF/2012/3 and GOV/INF/2015/9). A further update for information of the BoG will be included in the next NSR. 53.5 The progress report on the working plan established to implement the recommendations of the Commission for its 7th term will be complemented to develop the end of term report, including proposed recommendations for the 8th term [Action: CSS Scientific Secretary]. Done for the agenda item 8 of the 54th CSS meeting. 11

The draft report of the 53rd CSS meeting will be posted on the CSS web page for comment [Action: Secretariat, CSS Scientific Secretary]. Done. Agenda item 1.5 of the 54th CSS meeting. 53.8. The presentations made at the 53rd CSS meeting will be posted on the CSS web page [Action: CSS Scientific Secretary]. Done. 12
