The hospital will serve as a closed Point of Dispensing for employees and their families, with EMS paramedics helping vaccinate first responders. Executive Summary Saint Francis Hospital has entered into a Memorandum Of Understanding (MOU) with the State of Delaware, to act as a Point Of Dispensing (POD) for the Covid 19 vaccine. This agreement is for a closed POD which means we will only dispense the vaccine to our employees and their families, unless otherwise modified if the need arises. We have also agreed to have our EMS Paramedics to help and assist in vaccinating EMS, Fire and Police first responders, as a separate vaccination POD.
Executive Summary With the FDA approval of the Covid 19 vaccine, Saint Francis Hospital will be working closely with the following agencies, organizations, and departments, for distribution and inoculation: Trinity Mid-Atlantic Health Delaware Public Health Delaware Office of Emergency Medical Services (OEMS) Saint Francis Emergency Medical Services Saint Francis Pharmacy Department Saint Francis Employee Health DSI Security Agency
Distribution The State of Delaware Public Health will receive the Covid 19 vaccine from the federal government at the State s Health Secured Warehouse. The Office of Emergency Medical Services will coordinate the delivery of the vaccine to each one of the State s hospitals, either by OEMS delivery trucks, or the Delaware National Guard. Once notified of the pending delivery, the courier will be instructed to bring the vaccine to the hospital loading dock.
Distribution Saint Francis Security will meet the courier at the loading dock and bring the courier, and the vaccine, directly to the hospital pharmacy. A hospital pharmacy representative will check the amount of vaccine delivered, along with the security officer, and sign for the vaccine to complete the chain-of-custody of the vaccine. The vaccine will be placed in the locked narcotics room and it will remain in the ultra-cold packaging until vaccinations begin.
Vaccination Vaccinations will be administered on the first floor of the DuPont building, in the same hallway where the annual flu shots are given. The nurses and or paramedics who will be administering the vaccinations will go to the pharmacy, along with a security officer, obtain the vaccine and bring it to the vaccination area. There will be a security officer with the vaccine team at all times. When vaccinations are finished the nurse, paramedic, and the security officer will bring the unused vaccine back to the pharmacy.
Vaccination For vaccinations that will be given to first responders, the following guidelines will be followed. ON-SITE The vaccine will be delivered to us from OEMS. The vaccine will be separate from the hospital s vaccine. The same acceptance, vaccination, and security will be followed as the receiving of the hospital s vaccine. OFF-SITE It has not been determined as of this time if the vaccine will be delivered here at the hospital, or directly to the fire or police department, where the vaccinations will take place. It will be up to the fire or police department to have security for their vaccination area.
Vaccination Unused vaccine from first responder vaccinations, will be brought back to the hospital, and placed back in the pharmacy for storage and or pick-up by OEMS. These vaccines will be marked so not to mix with the hospital s vaccine supply. Security Officers will be in constant radio contact with the Communications Department at all times. If any disturbance occurs from anyone, because of being denied the vaccine, a Code 12 will be immediately transmitted. A separate set of guidelines for documentation and vaccine safety will be developed by the Vaccination Distribution Team.
