UN Sustainable Development Goals Agreed 25 September 2015 (successor to Millenium Development Goals (MDGs)) 17 SDGs (through to 2030) Goal 16: promote peaceful and inclusive societies for sustainable development, provide access to justice for all, and build effective, accountable and inclusive institutions at all levels Recognition of links between development, violence reduction & SALW control

SDG 16: 12 targets by 2030 16.1: Reduce violence and death rates 16.2: End abuse, trafficking and torture of children 16.3:Promote Rule of Law & ensure access to justice 16.4 Significantly reduce illicit financial and arms flows, strengthen the recovery and return of stolen assets and combat all forms of organised crime Plus 8 other SDG 16 targets to: Reduce corruption and bribery; effective, accountable and transparent institutions; Ensure responsive, inclusive, participatory and representative decision-making; national institutions to prevent and combat violence and terrorism; ..

Significance of SDG 16 for South East European countries Important international SDG commitments Implementation is a high priority for EU, and for EU Associate and Accession states Development aid resources and concerns can be mobilised to help SALW control measures Global indicators of progress towards each SDG target will be used to monitor and review each country s national implementation SE European countries to engage, to influence SDG indicators wrt National SALW strategies

Global SDG Indicators on Progress Now: Developing global SDG indicators of progress (230 indicators for 163 SDG targets) Powerful mechanism (eg for MDGs): Enables consistent focus and comparison nationally, regionally and globally political pressure Uses specific statistical data which is widely collected, & internationally supported Focus on few selected measurable quantitative indicators One size fits all ?

SDG Indicator on reducing illicit arms flows SDG 16 Target 16.4 By 2030, significantly reduce illicit financial [flows] and .. arms flows, strengthen the recovery and return of stolen assets and combat all forms of organized crime 16.4.1 Total value of inward and outward illicit financial flows (in current United States dollars) 16.4.2 Proportion of seized small arms and light weapons that are recorded and traced, in accordance with international standards and legal instruments

  7. 16.4.2 Proportion of seized SALW that are recorded and traced, in accordance with international standards and legal instruments Selected because marking, recording and tracing of seized SALW are important commitments for UN Firearms Protocol, UNPoA; ITI; and national reports on this already required. But is this a useful measure of progress on reducing illicit arms flows?

  8. 16.4.2 Proportion of seized SALW that are recorded and traced, in accordance with international standards and legal instruments Oversimplistic? Potentially misleading? Risk of working to target distorts actions? Data available? How to link with M&E data for national SALW strategies and sub-regional co-operation? SE Europe (in partnership with EU) aim to revise SDG 16.4.2 indicators? - still possible

  9. Relevance for National SALW Strategies Importance of systematic data collection for M&E for all aspects of national SALW strategies on illicit arms flows. Need disaggregated data (arms types, flow types, contexts of seizure; ) for all types of illicit flow (trafficking; insecure authorised holdings; diversion of legal transfers; ) Qualitative and quantitative information Range of targets (to avoid distortion of effort) Ensure compatibility with global SDG data reports

  10. Also for other SDG16 Indicators? SDG16 Target IAEG-SDG Global Indicators 16.1: Significantly reduce all forms of violence and related death rates everywhere 16.1.1 Number of victims of intentional homicide per 100,000 population, by sex and age 16.1.2 Conflict-related deaths per 100,000 population, by sex, age and cause 16.1.3 Proportion of population subjected to physical, psychological or sexual violence in the previous 12 months 16.1.4 Proportion of population that feel safe walking alone around the area they live

  11. Opportunities for regional co-operation? Expert consultations amongst SE European countries on SDG 16 indicators? Regional co-ordination of international influence on SDG indicators (with EU?) Informing national SALW strategies (especially on data collection ) Support from SEESAC Promoting SE Europe progress as model for others?

SDG 16 Matters for SE Europe Important international commitments Need to consider and influence selected SDG indicators (e.g 16.4.2 on illicit arms flows) Link SDG 16 indicators with national SALW strategies and data collection systems Sub-regional co-operation and SEESAC support Co-ordination with EU on SDG implementation
