Objectives of Pre-Bid Meeting The objective of this presentation is to clarify issues and to answer questions on any matter that may be raised. This presentation does not replace or modify any provisions of the Request for Quotation Document issued to bidders. In case of contradiction between this presentation and the RFQ, the terms and conditions of the RFQ take precedence.

Part 1 Context The Samoa Aviation & Roads Investment Project (SARIP) is a World Bank funded project and became effective in May 2022. Ministry of Finance is the Executing Agency (EA) and Samoa Airport Authority (SAA) is one of the Implementing Agencies. The Transport & Infrastructure Sector Coordination Division (TISCD) within the Ministry of Works, Transport & Infrastructure (MWTI) and the Central Technical Services Support Unit (CTSSU) within the Ministry of Finance (MOF) is assisting SAA during the procurement process.
Part 1 Context The objective of this procurement is to supply and commission two (2) new Aircraft Rescue Firefighting Vehicles ( RFV ) for Faleolo International Airport. The current fleet at Faleolo comprises of the following: Fleet Brand 2018 (Total Litres) R1 Unipower 6,000 R2 Unipower 6,000 R3 Oshkosh 11,358 2024 Expectant Life 2026 - 2026 Comments (Total Litres) 6,000 - 11,358 Operational Written Off Operational at 50% capacity R4 Oshkosh 11,358 11,358 2028 Operational at 50% capacity R5 Rosenbauer 9,500 44,216 - - Written Off TOTAL 28,716
Part 2 Scope of Supply The Supplier will: Supply the goods & related accessories & applicable services as per the technical specifications together with any required documentation. Please refer to the Technical Specifications Section in the RFQ Confirm that delivery time must be no later than 365 days from contract signature.
Part 2 Scope of Supply The intention is that the RFV s are fully commissioned by January 2026; The vehicles to: provide sufficient water capacity to meet ICAO Category 9 water built on commercial chassis Performance Level C Foam minimum 10,000 litre water capacity per vehicle
Part 2 Scope of Supply Additional Items to note for Supply: Spare Parts Delivery time 365 days from contract signature Preproduction Conference (after award) Maintenance Plan Warranty Requirements
Part 2 Scope of Supply Additional Items to note for Supply: Ensure final destination is to Faleolo International Airport, incoterm is DDP Training Requirements Must allow for three (3) representatives from SAA to attend FAT Site & commission testing at Faleolo International Airport, Samoa.
Part 4: How to Prepare a Successful Quotation Mandatory procedural requirements: There are mandatory procedural requirements associated with this RFQ; Bidders are required to carefully read the RFQ Any bid that fails to meet any mandatory procedural requirement will be rejected. No other procedural requirements can be introduced/ modified/ removed after the quotation closing.

Technical Specifications Specify what you have provided against the specifications/requirements; You can include product specifications and features/performance parameters; Note bidders: Two (2) spreadsheets are part of the package: Contract Compliance checklist of all contract and tender requirements; Specifications Compliance checklist of all technical specifications confirming compliance and/or explaining any non-conformance.
Part 5: Procurement Timelines RFQ Advertised on 05 Nov 2024 Pre Bid Meeting 12 Nov 2024 Final day for Clarifications 22 Nov 2024 Bid Submission Deadline (via MOF link provided in RFQ) 02 Dec 2024 at 11.00am local time.

Part 6: Questions on the RFQ Received prior to the Pre-bid meeting will be answered today verbally and in writing through Clarification. Questions taken during the Pre-bid meeting will be issued with clarifications in the minutes, made available to those who have requested the RFQ.
