  1. ATI/REENTRY FUNDING REQUEST FOR 2023- 2024 NYS BUDGET

  2. Bring reentry services to scale across New York State We are requesting that New York increase funding for ATI and reentry services by $16 million for the expansion of ATI and reentry services to lay the groundwork for bringing ATI and reentry services to scale in every part of the state.

  3. Expand ATI and reentry services in the many parts of the state that are underserved, including most of upstate New York. Our requested add of $16 million can be used to: Create pre-crisis and crisis stabilization services for upstate suburban and rural communities Expand ATI and reentry services in New York City to fill gaps to support the closure of Rikers Island

  4. Increase the number of people diverted from arrest, prosecution and incarceration Across the state, this increased funding is needed to: Increase the number of people who receive assistance in successfully reentering their communities Increase the number of people with substance use disorders and or mental illness who receive lifesaving, sustained treatment and housing services to prevent or lessen the impact of involvement with the criminal justice system

  5. Provide technical assistance provided by established programs to build the capacity of other programs and/or in other regions of the State. An additional $16 million can also be used to: Help leverage dollars from other sources of funding where people with criminal justice-involvement are served.

  6. Supportive and permanent housing, substance use disorder and mental health treatment, and higher education are additional examples of systems that should be providing targeted funding streams to serve people still or recently in the criminal justice system Areas where additional dedicated funds are needed include: There is NO system that supports transitional reentry housing, and in the absence of a vibrant work release system, New York should create a separate funding stream for capital and operating costs for transitional housing for people leaving prisons and jails without stable housing, along with housing specialists who can assist in the transition to permanent housing

  7. ADDITIONAL LEGISLATIVE ASKS

Clean Slate NY is a racial justice, jobs, and housing bill that seeks to end the perpetual punishment of a conviction record which removes barriers to these opportunities for 2.3 million New Yorkers with conviction records. Enact Clean Slate NY Proposed language in last year s Executive Budget included changes to the timeline that significantly weaken the bill. We ask that the full Clean Slate be enacted without these changes.

  10. Amend Penal Law to provide more discretion in sentencing certain individuals charged with non- violent drug offenses and allow such individuals to be eligible for judicial diversion programs.
