  4. FUNDING THE VOUCHER PROGRAM IN HUNGARY 1. There are different public sources ( HU Government, ESF, ERDF) available with traditional instruments or solutions 2. The private impact investment sources in Hungary are limited and the investors require return on their investment 3. To handle the crisis situation in the labour market caused by COVID more traditional instruments were introduced by the Government 4 TAKING COOPERATION FORWARD

EVOLVEMENT OF THE VOUCHER PROGRAME Interreg SIV program Voucher Model developed by IFKA Pilot Program implemented by TUTOR Foundation in the frame of the Emerging Settlements program 2019 2020 2021 2022 Study done by IFKA for scaling voucher program Inclusion the model into the Emerging Settlement call funded by RRF 2022 Implementation planned between 2023-2026 5 TAKING COOPERATION FORWARD

FUNDING OF VOUCHER PROGRAM Recovery and Resilience Plan" (HET) component C: "Programme for Emerging Settlements" (FETE) Objective: job socialisation and skills development based on local specifics The programme is implemented by the Hungarian Charity Service of the Order of Malta, in cooperation with the Hungarian Baptist Aid and the Hungarian Interchurch Aid. 6 TAKING COOPERATION FORWARD

  7. EMPLOYMENT VOUCHER PROGRAMME The voucher program is to contribute to the employability and employment enhancement objectives of the FETE. The voucher program objectives: 1. Contributing to economic growth through creating jobs 2. Strengthening resilience 3. Mitigating the social and economic impact of the crisis 7 TAKING COOPERATION FORWARD

ELEMENTS OF EMPLOYMENT VOUCHER PROGRAMME Long term unemployed Target group: Micro and social enterprises, SME s and multinational companies in the region Issuer of the vouchers,leader the priority program The Hungarian Charity Service of the Order of Malta Professional labor market service providers,recruitment companies Labour market services provided by: 8 TAKING COOPERATION FORWARD

MODULES OF EMPLOYMENT VOUCHER PROGRAMME Services included in the program Workforce availabilty survey in cooperation with FETE mentors Workforce demand screening Workforce pre-screening Workforce deployment Recruitment services Recruitment services Wage subsidy: wage costs of target group members , wage costs of mentor in the workplace Wage subsidy: - For target group members, up to a proportion of the minimum wage or guaranteed minimum wage + contributions - For workplace mentors, up to the guaranteed minimum wage + contributions Services to support the on-the- job training and skills development of target group members 9 TAKING COOPERATION FORWARD
