The school system, in consultation with public safety officials and stakeholders, develops, implements, and reviews annually a comprehensive school emergency operations plan for the school system and each school or site as applicable. 1.   8. Safety Coordinator Role SECTION B: State law that establishes the role of safety coordinator. RSMo 160.660. School safety provisions rules. 1. On or before July 1, 2001, the state board of education shall add to any school facilities and safety criteria developed for the Missouri school improvement program provisions that require: (1) Each school district's designated safety coordinator to have a thorough knowledge of all federal, state and local school violence prevention programs and resources available to students, teachers or staff in the district; and (2) Each school district to fully utilize all such programs and resources that the local school board or its designee determines are necessary and cost-effective for the school district.

Safety Coordinator Role SECTION B Continued: The Safety Coordinator should be responsible for fulfilling or coordinating the contents of DESE s MSIP 6 L10 and fulfill at a minimum the following: Monitor and visit district buildings on a consistent basis to perform safety and security audits and recommend ways to improve security and safety. Develop and maintain district emergency operation plans as well as crisis response and recovery plans. Create and implement safety and security training for staff. Research, evaluate, and recommend technology and processes for building safety and security, such as, visitor management systems, security camera systems, and employee card-readers for facilities access. Monitor daily activities of all district transportation systems, including eligibility, safety, bus stops and safe routes to school. Coordinate district safety committee and create regular opportunities for community and employee feedback.

  10. Safety Coordinator Role SECTION B Continued: Establish relationships with law enforcement, fire protection, and other community agencies to improve safety and security. If applicable, supervise district-employed security officers and liaise with school resource officers, including creating and managing work schedules for security employees (depending on MOU), evaluating security employees performance, and managing roles of security staff in coordination with school resource officers and school administrators. Have a working knowledge of the federal, state, and local best practices for school safety AND the agencies that provide those best practices. Have a working knowledge of Federal, State, and local programs for student support, mental health, suicide prevention, and local providers that may assist with student mental health crises, before, during, and post crisis.

  13. MSIP 6 L10 Section A continued: These relationships can help form part of your EOP development team: Planning for greater community involvement in large scale crisis. Planning for emergency responses for any type of emergency, such as: Medical issues. General police response . Fire alarms or other fire department related calls. Mental health teams for post event mental health needs. These plans that are discussed and codified into a District EOP plan must be reviewed annually . Check for adjustments or accurate information. May review and update a change in stakeholder/first responders contact information. Review any changes of the district or with other stakeholders: Building, parking lot, or roadway structure changes. Changes in first responder response priorities. Do walk through of each building, facility, or District property to review the plans for accuracy and familiarity.

  14. MSIP 6 L10 Section A continued: Vulnerabilities and possible hazards should be identified at a district level, as well as at each building, facility, or District owned property. This is all buildings, facilities, or properties owned by the School District and where functions and activities may be: Sports stadiums, arena, event buildings. Afterschool clubs and meetings. School used or rented by the public other than for school activities. Bus barn, maintenance building, IT department, and other operations facilities. An All-Hazards type plan that addresses what possible local, natural, or man-made crisis may occur should be considered and addressed in the EOP with response options The plan includes consideration of supporting mental health needs of all involved in any crisis. Having as part of the ICS structure a mental health coordinator/liaison. Having mental health providers ready to respond to a post traumatic event. Having District level personnel trained in trauma response models such as PREpARE or another recognized program.

Consider CEPTED or other environmental crime prevention class as a basic training class for this position. Partnering with organizations that do professional site assessments.
