Master Planning Transportation Improvement Districts (TID) How they can work together
Relates to the comprehensive plan More detailed than comprehensive plan Multi-disciplinary Natural and cultural resource protection Drainage Transportation Architectural design Typically voluntary
What is it? How does it work? What is are the benefits? How does it relate to master planning?
Defined geographic area where assumptions made regarding land use are used to identify transportation system improvements needed to support build-out in a given year A TID is not a master plan Transportation based plan Can be used in conjunction to plan for growth Links land use and transportation
Define an geographic area Participant Boundary Facilities Boundary Develop Land Use Transportation Plan* Existing Land Use Future Land Use Identify improvements needed to support build-out in a specified year
Participant Boundary Participant Boundary Facilities Boundary Facilities Boundary
Develop cost and fee structure Based on trip generation of use Local government collects fee at time of building permit issuance Fees held by local government to pay portion of capital improvements
TID land use projections more specific than comprehensive plan Land use projections relate to trip generation For example . Property identified in comp plan as commercial could be a restaurant, hotel, office building, retail center, etc. Trip generation is different for each of these DelDOT involvement is necessary for the land use projections
Efficient use of resources Comprehensive approach to transportation planning More public involvement/buy-in Allows for phased improvements
Most successful when involved levels of government work together Property owner buy-in is key Works within the context of comprehensive plan and zoning
