MARKET AND DEMAND ARE TWO SIDES OF THE SAME COIN. DEMAND CAN BE CREATED WHERE THERE IS A MARKET. SEED MARKET IS THERE. PRIVATE SECTOR HAS TO CATER TO THIS MARKET. IF SEED IS GOOD THERE IS A MARKET.

Companies can produce on a few hundred acres. A few, maybe on 1000 acres. Target is 400,000 acres under seed production. Solution is TRAIN AND MOTIVATE FARMERS TO PRODUCE SEED TRAIN AND MOTIVATE FARMERS TO PRODUCE SEED
FARMERS CAN BE MOTIVATED BY TEACHING THEM SIGNIFICANCE OF SEED PRODUCTION OFFERING HIGHER PRICES OF CROPS FOR MAINTAINING SEED QUALITY. PROVIDING FINANCIAL SUPPORT FOR INPUTS IN CASE OF SEED PRODUCTION.
PRIVATE COMPANIES MUST PARTICIPATE IN TRAINING FARMERS. DOA EXTENSION NETWORK MUST IDENTIFY TARGET AREAS FARMERS FOR SEED PRODUCTION. PRIVATE COMPANIES AND DAR MUST TAKE RESPONSIBILITY OF MAINTAINING GERM PLASM, DEVELOPING NEW SEED, AND PRODUCTION OF FOUNDATION / REGISTERED SEED
Agriculture Produce form 20 % of Exports. The Government can create a budget to invest in seed production by investing 2% of annual agriculture exports. Assuming a seed cost of 15$ per acre TOTAL ANNUAL SEED REQUIREMENT = 600 M $
