Background One component of national effort to ensure NOAA Fisheries regulatory and science programs are transparent and aligned with two core mandates: o Productivity and sustainability of fisheries and fishing communities o Recovery and conservation of protected resources Identifies new operational and programmatic strategies intended to help SERO address key challenges during the 5-year planning period U.S. Department of Commerce | National Oceanic and Atmospheric Administration | NOAA Fisheries | Page 2

Goal 2: Promote Economically Vibrant Fisheries and Communities Objectives and implementation strategies enhance cross- program coordination to leverage limited resources in support of common goals Fishery-specific examples o Increase user benefits while sustaining protected resources and habitat protections o Better integrate and inform fishery consultation processes o Maximize conservation gains when developing regulations to reduce bycatch of fish and/or protected species U.S. Department of Commerce | National Oceanic and Atmospheric Administration | NOAA Fisheries | Page 6
