Start Date: 09/09/2019 Finish Date: 08/09/2021 Aim to address existing inefficiencies and improve the performance of the road freight transport system in the Balkan-Med region by providing a transnational, innovative and market-driven freight exchange platform build upon available knowledge and experience and will carefully consider local and transnational road freight transport conditions, providing value-added services meeting users needs and requirements Continuously engage industry stakeholders with an important pool of prospective users through a tailored online booking system to facilitate freight exchanges between dully-certified users Offer advanced services, such as operating cost estimation, routing applications, cargo monitoring, truck driver simulator etc. The project is co-funded by the European Union and National Funds of the participating countries

Objectives Develop an innovative web-based platform that will facilitate shared road freight transport services efficiently connecting national and transnational shipper and carrier operations Enhance territorial competitiveness and sustainability, thus contributing towards a more efficient business environment in Balkan-Med region Early establishment of transnational cooperation between relevant industry stakeholders by creating business friendly conditions for the platform s start-up and easy access to the market. Expected Results Promotion of strong transnational business collaborations between shippers nad carriers in Balkan-Med region A valuable tool to utilize day-to-day shipper and carrier operation in order to improve performance of users Provide to its users access to new markets and customers offering significant business opportunities, especially for SMEs, supporting their viability in the sector Improvement of efficiency and productivity for shippers and carriers leading to major environmental benefits for the Balkan-Med region The project is co-funded by the European Union and National Funds of the participating countries

Methodological Approach Successful freight exchange platforms have been reviewed (EU, US & Canada, Asia) to have a clear idea and understanding of the structure, functions, algorithms and services of such platforms and identify success factors and reasons for failure. Study the state-of-the-art and practice Feedback from industry stakeholders and analysis of current business models will facilitate the development of the platform s high-level architecture. Identify users needs and requirements regarding SCOPE platform. The platform s components and services will be developed in short circles in order to receive regular industry feedback at the end of each circle. Full-scale implementation, development and testing of SCOPE platform s usability and accessibility A detailed technical evaluation and market analysis will form the final platform deployment and sustainability plan. Pilot-testing, evaluation and sustainability application and exploitation of SCOPE platform. The project is co-funded by the European Union and National Funds of the participating countries

Description of systems users Different categories of users: Loaders, Carriers, Freight Forwarders, 3PLs Users must register in order to use system s services Loaders should define their cargo Carriers should define their trucks Searching for cargo or trucks using specific criteria - Do we need all users to be able to search for both cargo and trucks? The project is co-funded by the European Union and National Funds of the participating countries

Description of systems services The system will provide useful information in transport industry, commercial enterprises etc. Each user will have a profile and it could offer the history of his transactions Users can report any problem of their transaction Such as delays on pick-up and delivery, not trustworthy finance transaction, etc. System will provide general statistics about transactions and offers The project is co-funded by the European Union and National Funds of the participating countries

  12. Topics for discussion How the users will register and be confirmed? Could someone access the platform without to be registered? If so, what can an unregister user access? Can users see each other rating? Which are the different types of truck that the platform should cover? Will be any term of transaction or e-contract?   13. Topics for discussion How the loader and carrier will communicate after transaction agreed on platform? In which stage the contact details will be published among them? Which process should be followed in case of LT truckload? Do you agree on the proposed criteria for selecting cargo/truck? Which weights should be used? Fare cost 40%? Time window availability 20%?
