SMGA Overview Working Towards Better Economic Development in the MSA Our mission is to stimulate, sustain, and support the economic growth of the communities, businesses, and general stakeholders of the metro area outside of Sioux Falls Our vision: By working with our partners, we will help create a strong, united, and prosperous metro. Through our pillars of growth and engagement, our organization will become a national model for successful regional economic development.
SMGA Overview Working Towards Better Economic Development in the MSA Merger between the Lincoln and Minnehaha County Economic Development Associations (LCEDA/MCEDA) Supported by a variety of private investors including utility companies, financial institutions, and developers Jointly served the following public members: Baltic, Brandon, Canton, Colton, Crooks, Dell Rapids, Garretson, Harrisburg, Hartford, Lennox, Tea, Valley Springs, Worthing, Lincoln County, and Minnehaha County. Sioux Metro Growth Alliance THE DETAILS SMGA focuses on two things: growth and engagement Growth includes business development, business retention and expansion (BRE), and residential development. Success of this pillar can be measured by the increase of tax base, sales tax dollars, jobs, businesses, and housing units. Engagement includes marketing, staff support, economic development education, community development, and public policy. Success of this pillar can be measured through digital engagements, improved understanding of economic development, stronger towns, and economic development friendly policy.

Membership THE DETAILS Based on population <1,000 population = $2.50 per resident 1,000 3,000 population = $2.75 per resident >3,000 = $3.00 per resident Annual membership investment Includes representative position on the Membership Advisory Board Requires buy-in from local institutions interested in economic development
Membership Advisory Board (MAB) THE DETAILS Representative from each municipality, county, and utility company in good standing Your representative will be appointed via resolution in January of each year SMGA will provide FORM resolution for you to approve Monthly meeting to set programming and advise staff on direction Plan is to move the MAB meetings back out to the communities like it was in years past Board Role is also to appoint members to the Executive Board Chairman of the MAB sits on the Executive Board
SMGA THE DETAILS Works with of local economic development organization (EDO) Communicates with governing board of municipality and Board of Directors of EDO Coordinates with local leadership Creates and executes local business retention and expansion program Educates and empowers staff, elected officials, and volunteers on economic development theory Assists in putting together projects
SMGA CONFLICT OF INTEREST & CODE OF ETHICS Our organization in the past has been primarily reactive We work for you all the time but only on certain projects when you called on us Some are concerned about Conflict of Interest and ethics SMGA exists to serve its members it s the only reason we continue to receive funding from utility companies and banks Working to development formal Conflict of Interest Policy and Code of Ethics Example 1: Community A receives prospect and initiates SMGA to work lead. SMGA ONLY works for Community A to ensure success. If prospect works through Community A and ultimately can t make it work, our goal is to keep project in Region Example 2: SMGA works prospect that is a fit for multiple sites SMGA works all possibilities on behalf of all communities

Membership DELIVERABLES Database management Compiles inventory of current buildings and sites Assembles contact information for stakeholders Landowner Coordination Establishes relationships with area landowners to understand opportunities Communication (coming soon) Ability to send out branded content through new siouxmetro.com website Creates and manages social media feeds for EDO
Membership DELIVERABLES Business Attraction Responds to requests for information from prospects brough forth from SMGA, GOED, and brokers Establishes target industries and starts making connection with possible projects Retention and Expansion Meetings often with local business owners to ensure companies needs are met Industrial Park Development Coordinates with City and EDO to create public-private partnership Education Directs council and staff on economic development policy
Membership LONGTERM GROWTH We hope to grow this service to include as many communities as interested in McCook and Turner Counties With more communities buying in to the EDMS, we can diversify our staff by adding a marketing specialist that would work jointly with your specialist Objective is to widen property tax base, grow sales tax revenue, and increase population
