  2. Welcome and Introductions Welcome to this Market Engagement Event. This event is being held to launch the Grant Funding Process of Wave 3 Skills Bootcamps. There will be opportunities for questions at the end of the webinar Please type any questions into the message box. Questions raised will form a FAQ document posted on our Skills Bootcamp webpage.

Skills Bootcamps Aims and Objectives Address the needs of employers and the wider economy Deliver targeted interventions meeting short-medium term demand They will help fill medium-higher level vacancies Support adults to a new job/ different role, additional responsibilities or new opportunities/contract Should last up to 16 weeks Minimum of 60glh Ofqual definition Address the needs of adults (19+) either self-employed, full-time and part-time employed, unemployed or returning to work after a break Deliver flexible training programmes fit around existing commitments. (Blended, online, face to face solutions are acceptable)

Regional offer Wave 3 - Regional focus c. 3.3m 10 unique projects offered across the LEP geographical region Funding awarded to lead provider (Employer, ITP, College, LA) Launch two - 600k Minimum Contract Value applies Green Skills Upskilling to Retrofit - 150k 50 learners - 3k per learner Retrofit advisors/assessors/coordinators - 50k 25 learners - 2k per learner Organisational sustainability 30 learners - 30k - 1k per learner Technical - Welding - 70k 20 learners - 3.5k per learner Digital Digital marketing 300k - 100 learners - 3k per learner

  6. Skills Bootcamp model Emp 1 (<250) SME 10% employer contribution Lead provider (College A) Emp 2 (>251) Non SME 30% employer contribution Learner Fully funded (Employed PT/FT, Self- employed/contractor) Learner (Unemployed) Fully funded

  7. Key requirements (1) Upskilling to Retrofit Upskilling trades people to green technologies i.e., solar panel installation, heat source pump installations etc. This project is open to Self-employed construction sector, learning new skills/contracts FT/PT employed trades people - upskilling Adults returning to construction sector Not suitable for unemployed with no experience A clear progression pathway should be communicated to the learner and articulated through the bid Delivery can be accredited or non-accredited, but an award of a certificate will identify learning outcomes The course should be made up of: c.120 GLH To be delivered within 16 weeks Adults should be offered Careers Information Advice and Guidance Interview with employer offered (in case of new job or new opportunity)

Key requirements (2) Retrofit assessors/advisors/coordinators Train adults to assess, provide advice and/or coordinate retrofit work This project is open to those wanting to get into or upskill within the retrofit industry FT/PT employed, self-employed or unemployed adults are suitable A clear progression pathway should be communicated to the learner Delivery can be accredited or non-accredited depending on what is best for employer and learner needs. But learning must conform to PAS2035 standards framework, otherwise the offer will not be funded Training should last a minimum of 60 guided learning hours and be pitched at level 2/3. Training should last no longer then 16 weeks Adults should be offered Careers Information Advice and Guidance Interview with employer offered (in case of new job or new opportunity)

Key requirements (3) Organisational sustainability Support organisations wanting to setup an organisational sustainability function within their organisation This project is open to Those employed within an organisation looking to upskill A clear progression pathway should be communicated to the learner Delivery can be accredited or non-accredited, an example would be L3 certificate, championing sustainability in the workplace (NCFE) Training should last a minimum of 120 guided learning hours and be pitched at level 3 Training should last no longer then 16 weeks Adults should be offered Careers Information Advice and Guidance Interview with employer offered (in case of new job or new opportunity).

Key requirements (4) Welding Support adults wanting to learn welding techniques This project is open to: returning to work unemployed employed FT/PT, or self-employed Roles can be varied and form any combination especially suited for: MIG welding techniques TIG welding techniques Delivery can be accredited or non-accredited depending on what is best for employer and learner needs Training should last a c.120 guided learning hours and be pitched at level 3/4 Training should last no longer then 16 weeks Delivery method should be flexible fitting around existing commitments Adults should be offered Careers Information Advice and Guidance Interview with employer offered (in case of new job or new opportunity)

Key requirements (5) Digital marketing Support individuals to develop skills in digital marketing This project is open to those wanting to learn more about the digital marketing techniques to support existing job role those new to the industry Roles can be varied but must fall within the marketing sector Delivery can be accredited or non-accredited depending on what is best for employer and learner needs Training should last c.120 guided learning hours and be pitched at level 3 / 4 Training should last no longer then 16 weeks Delivery method should be flexible Adults should be offered Careers Information Advice and Guidance Interview with employer offered (in case of new job or new opportunity)

OUR REQUIREMENTS HIGH LEVEL BID INFORMATION Outline your approach to design/delivery of the Skills Bootcamp Describe your over-arching approach to learner engagement, enrolment, and participation including wraparound support Describe your approach to employer engagement State how you will meet the minimum KPIs Demonstrate how you will utilise local market data Demonstrate your approach to quality assurance and continuous improvement Demonstrate how your bid meets the social outcomes

OUR REQUIREMENTS LEARNER ELIGIBILITY Adults can live outside of the LEP geographical area if working or seeking to work with an employer in the LEP region Available to all adults aged 19 or over on first day of learning Prior experience is required against some projects for example upskilling to retrofit An adult must have the right to work in the UK, this right can be checked on gov.uk/view-right-to-work gov.uk/view-right-to-work

Our requirements course and content flexibility Potential providers should demonstrate that the course can be reasonably delivered Potential providers must also demonstrate the provision of a wraparound service of learner support We expect 100% of learners to progress on to a guaranteed job interview upon the completion of the Skills Bootcamp, (in the case of a new job) and 75% to secure a positive outcome (a job/ different role, additional responsibilities or new opportunities/contracts) Provision may be delivered remotely online, face to face or a blended approach All training can be either be accredited or non-accredited

Our requirements funding Skills Bootcamps will be co-funded at 30% by the employer where the employer is training existing employees This is reduced to 10% where the employer is a small or medium enterprise (SME) Courses are fully funded by Government for individuals not being co-funded by an employer, and for the self-employed. There must be no charges to the individuals enrolling onto Skills Bootcamps

  16. Our requirements provision Skills Bootcamps must be delivered at Level 3-5 or equivalent. Level 2 only for HGV, Construction and Green Skills projects The courses on offer must be a minimum of 60 Guided Learning Hours (GLH) and a maximum of 16 weeks This programme is open to all training providers registered on the UK Register of Learning Providers providers not currently registered can apply here It is also open to any employer/s or employer body who wishes to bid

  17. Our requirements data and reporting We require providers to provide information and data to DfE. This will be via management information spreadsheets, and will be used for purposes including payment, evaluation, and audit and assurance Numbers of SME employers involved (aiming for 60%) Numbers of and personal details/demographic data for all applicants (*including those not successful) Details of job interviews / individuals into new roles and the success rate Track successful candidates at 6 months to determine continued employment / income status Providers will be required to participate in further data collection and qualitative interviews for the evaluation which will be conducted by the research contractor probably from the DfE directly We reserve the right to audit funded provision

Finance Pricing Payment milestones First payment Second payment Third payment 45% 35% 20% on completion of five qualifying days on course completion and offer of interview (where applicable) on successful outcome (positive progression) Payment on outcome model, made monthly one month in arrears You will need to complete one pricing plan per Skills Bootcamp project, and for each payment scenario i.e., co-funded and fully funded. * Self-employed and contract workers may not require an interview, and will need to provide written evidence to ensure final payment is made, stating how training has benefitted.

  20. Frequently asked questions (1) Could you explain the levels 2, 3 and 4 that learners are required to meet? Could you explain the levels 2, 3 and 4 that learners are required to meet? Being a private training company (not a college for example), we are not familiar with these levels. Level 2 - GCSE level equivalent description skills Level 3 A level equivalent evaluative skills Level 4 Foundation degree level equivalent critical analysis skills Am I correct that subcontractors qualify for full funding? Am I correct that subcontractors qualify for full funding? Yes, if you are currently a sub-contractor with a lead provider under AEB funding or similar, you are permitted to apply for Skills Bootcamp funding. On award of funding if a provider wanted to subcontract the awarded funding they must seek written permission to do this from the Combined Authority. Can you clarify the meaning of the lead provider ? Can you clarify the meaning of the lead provider ? You will need to establish when putting together your bid who us the lead provider. For example, in the scenario where there is a college working with several employers, in this instance the College may act of the lead provider. The lead provider will be the organisation that will be responsible for providing the Combined Authority with monitoring data etc

  21. Frequently asked questions(2) How many employer letters need to be submitted? How many employer letters need to be submitted? You will need a letter from each employer explaining their involvement. Although submitting this evidence does not form part of the bid assessment criteria, if successful you will be required to submit these letters as part of an audit. We would therefore suggest submitting this at application stage if you are able to. When does the money have to be spent by? When does the money have to be spent by? Wave 3 Skills Bootcamp funding runs over the financial year. As it stands all provision must have completed by 31st of March 2023. If there is an underspend in any one project, would you consider increasing the money available for other projects? There might be an opportunity, if this is the case, we would look to run this through an additional competitive process, this would take place in July after the second launch. You will need to provide full answers for each project within a lot, this is so that the assessment team can fairly and transparently assess each bid. You can copy and paste research or whatever might be duplicated, but you will need to submit a full rationale per question per bid.
