00300 PROPOSALS, EVALUATIONS AND FORMS 2. Firm Experience / References Projects submitted are to be similar in size, function, and complexity to the University s project. The criteria used in the evaluation of these projects include, but is not limited to, the following: Renovations of academic buildings on a higher education campus; Projects which include building envelope restorations/replacements; Projects that include active learning environments and collaborative student workplaces; Projects located in a higher education setting (Note: For evaluation, higher education can include comparable academic programs in community colleges); Projects constructed utilizing a fast-track CM at Risk method;
00300 PROPOSALS, EVALUATIONS AND FORMS 2. Firm Experience / References Continued - Projects constructed utilizing BIM, ideally during design and construction; Projects which include selective demolition and additions to existing buildings; and Projects that include abatement of hazardous materials. All three (3) projects should be a minimum of $40M. All three (3) projects should have been performed using the CM at Risk contract method. Two (2) project should be complete and occupied for at least 6 months. One (1) project can be substantially complete (available for use for its intended purpose) with completed projects preferred.

00300-Technical Evaluation By Committee First Phase evaluation of the technical merit in accordance with the evaluation criteria. Second Phase Following oral presentation session Same order of importance References will be scored Re-evaluate all categories Shortlist following second phase evaluation
00300-ORAL PRESENTATION Only proposers who are shortlisted based on the technical proposal will be requested to attend. Anticipated dates June 29, 2022 and June 30, 2022. Second Phase Technical Evaluation to immediately follow presentations.
00300-PRICE PROPOSAL Only proposers who remain shortlisted following Oral Presentations. Anticipated date July 27, 2022 Price Proposal Submittal 1. Bid Bond (5%) 2. Price Proposal Form one (1) original and one (1) copy
00300-PRICE PROPOSAL FORM Fixed fees for Pre-Construction (including $320K of allowances; they are - $10,000 reproduction allowance, $10,000 partnering allowance and a $300,000 site investigation allowance) and Construction phases. 00300-PRICE PROPOSAL EVALUATION Price proposals opened privately. Price proposal to be evaluated on total price. University may request Best and Final price.
00300-FINAL PROPOSAL RATING Based on combination of the second technical evaluation and Price Proposal evaluation. Technical merit has much greater weight. Proposal which best serves the interest of the State of Maryland.
00400 Scope of Work Part A Provide Pre-construction CM services inclusive of an acceptable GMP for the Smith Hall Renovation project. Part B Provide CM services required to complete construction of the Smith Hall Renovation project while maintaining the established GMP.
00400- Scope of Work Pre-construction Schedule- Twenty Two (22) months for pre-construction design inclusive of seventeen (17) months to 100% CDs and five (5) months for the CM s GMP preparation. Construction Schedule - Twenty-Four (24) months from the issuance of the Notice to Proceed for the Construction.
