  1. Group Discussion 2: Social Development Question 1 Yes, in Malaysia generally small-scale fishers community do have access to health, education, housing, sanitation, drinking waters and energy facilities.

  2. Health All Malaysian can get health service from government clinic or hospital at minimum charges. Education All Malaysian can get education in Malaysia with very low fees for primary and secondary school. Parents are required to send their children to primary school for 6 years if they do not do so they can be subject to legal action by government. Housing Few schemes were created by Malaysia government to help Malaysian to own house including for small-scale fishers community.

  3. Sanitation Sanitation normally not an issue as it is under housing law & management. However for village area, waste management is partly under local authority and can be improve. Drinking waters In Malaysia waters is under state government and all state have their own waters management body. Generally all Malaysian have access to safe drinking waters either through piping system or from underground waters. Energy facilities Generally all Malaysian have direct access to energy (electric) unless they are in the remote area such indigenous people which they were supplied with solar panel.

  4. To improve Access to housing normally will take time because fund and planning is from federal government but land is under state government jurisdiction. So, joint planning by both is needed to make sure implementation process going smoothly. Fishing community organization role To facilitate/ advocate if there any problem between small scale fishing communities and agencies/ government. This were done through letters, press statement, dialogue or demonstration if needed.

  5. Question 2 Only licensed small-scale fishermen have social assistance and also social insurance schemes. Meanwhiles unlicensed small-scale fishermen only receive limited social assistance. Basically, there is no discrimination related to gender or migrant worker. However, for migrant workers we had an issue because many of them entering Malaysia illegally. Social Insurance: Accidents and Health Social assistance: Financial aid: MYR 300 per month (licensed small-scale fishermen) Petrol subsidies, buy at lower price (licensed small-scale fishermen) Fishermen can make a personal loan or to buy a boat/ engine at 0% interest rate (licensed small- scale fishermen) Fishing gear aid: for licensed and unlicensed small-scale fishermen

  6. Question 3 There was an increase in accidents but no significant increase in loss of life. The accidents normally cause by bad whether and boat engine failure. How to improve Requiring fishermen to carry safety jackets in their boat The government to provides training or courses to repair (maintenance) boat engine
