  1. Commissioners of St. Marys County Public Hearing November 15, 2022 Update to the Comprehensive Solid Waste Management and Recycling Plan 2023-2032

  2. Replaces the current Comprehensive Solid Waste Management and Recycling Plan 2016-2025 Adopted by the Commissioners August 29, 2015

  3. Per Title 9, Subtitle 5, Section 9-503 of the Environmental Article, Annotated Code of Maryland, St. Mary s County is required to prepare and adopt a Solid Waste Management Plan which covers a 10-year planning period. The content of the plan is provided in COMAR 26.03.03.03

  4. Mission Statements Recycling: To promote Reuse, Recycle and Reduction programs through effective communication, public education and example. Solid Waste: To provide adequate facilities for the safe handling, collection and disposal of solid waste generated in the County.

  5. Plan Goals 1. Assure the protection of public health and the environment through environmentally sound methods of waste removal 2. Conserve natural resources 3. Encourage public involvement in solid waste management and planning issues 4. Implement the use of full-cost accounting to determine actual costs for managing solid waste and recycling programs 5. Identify and establish markets for the reduction, reuse, or recycling and recovery of materials 6. Facilitate a regional approach to solid waste management 7. Provide safe, efficient, cost effective, and adequate solid waste services and infrastructure to accommodate the current and future residential and commercial municipal solid waste and recyclables generated throughout the County

Highlights Existing landfill operations ceased in 2001 Municipal Solid Waste (MSW) is collected at six convenience centers, transported to the St. Andrews Landfill and hauled offsite to: o Covanta - Waste to Energy facility in Lorton, VA @ $99/ton ($47.13/ton disposal effective 1/1/23 + $52/ton haul) o Calvert County Appeal Landfill to King George VA @ $110/ton (plus employee rates to haul) o Tires to Emmanuel Tire in Baltimore or Auston Contracting in Joppa o Single Stream Recycling through the Hughesville transfer station to Capitol Heights @ $215/ton ($110/ton disposal + $105/ton haul) Commercial Waste must be disposed outside the County, typically at the Appeal Landfill

  7. Highlights This Plan includes residential, commercial, industrial, institutional, construction, demolition, land clearing wastes, controlled hazardous substances, animal carcasses, bulky wastes, and scrap tires. Other wastes such as asbestos, special medical wastes, septage, flare condensate, oil, anti-freeze, petroleum contaminated soil, pharmaceuticals, mobile homes, trailers, boats, household hazardous wastes, electronics, florescent bulbs, pesticides, illegal dumping and litter are included in this Plan. Single Stream Recycling 20% until 150,000 population, then increases to 35%. Currently operating at 31.5%.

Highlights Many commercial haulers exist within the County o Lucky Dog hauls St. Andrews trash to VA o Evergreen Disposal Services is developing a transfer station in Charlotte Hall o Waste Management hauls to the transfer station at Appeal Landfill New State legislation Control of Methane St. Mary s is already in compliance with the proposed standards

Long Term Projects Expand recycling percentage investigate how much trash could be recycled Metal bins at all convenience centers Composting begin a pilot program at 2 convenience centers and haul to Prince Georges County until a steady stream quantity vs. cost is determined Waste to Energy facility in St. Mary s County ($60/ton) o Need 100,000 to 200,000 tons to be viable o Currently producing 30,000 to 40,000 useable tons o Typically, WTE conversion to steam, not electricity o Landfill mining not advised at this time Renewable Energy Solar at St. Andrews Landfill

Process Review by the Commission on the Environment August 2, 2022 Review and Approval by the Maryland Department of the Environment, August 10, 2022 pending adoption by the Commissioners of St. Mary s County Advertised October 28 & November 4, 2022 in the Southern Maryland News Public Hearing November 15, 2022 Review and possible incorporation of Commissioner and/or public comments Tuesday November 29, 2022 presentation of any changes to comments and decision by Commissioners
