November 16, 2020 State Plan Committee Meeting
Every year the Council allocates Program Development Grant funds to community-based organizations to fund new and innovative projects that are required to address one or more of California s State Plan Goals and Objectives. These are called Cycle Grants. For the last several years, the Council has alternated funding of these Grants between statewide and regional geographic focus. Today the Committee will determine the geographical and State Plan Goal and Topic areas and adopt timeline.
In 2020, the Committee acted to allocate Cycle 43 Grant funding at the regional level. The Committee further acted that the State Plan Goal focus area would be determined by the regional office, in consultation with the local regional advisory committee Should the Committee follow past practices, Cycle 44 Grant funding would alternate to statewide geographic focus.

Task/Process Date(s): SPC Meeting State Plan Committee reviews the 2022-26 State Plan goals and objectives to identify the areas that they would like to address the grant. Council Meeting Council meets and approves recommended areas of emphasis and process/timeline recommended by the State Plan Committee. SPC Meeting State Plan Committee reviews the final draft of the RFP and makes a recommendation to Council. Council Meeting Council meets and considers the Committee s recommendation to adopt the RFP. Announcement Request for Proposal (RFP) Announcement disseminated in all formats: mail, post to website, email and enter into FI$CAL (state procurement website) November 16, 2020 December 1, 2020 January 19, 2021 January 26, 2021 February 15, 2021
February May 2021 Allow approximately 3 months to advertise for the RFP. Submission Deadline: Request for Proposals May 15, 2021 Technical and Committee Review o May 16-21 Staff performs administrative review of proposals o May 22, 2021 Scoring of proposals to select grantees o June 15, 2021 State Plan Committee reviews recommendations and takes action on the scoring teams recommendations. May June 2021 Council Meeting Council meets and considers the Committee s recommendations for funding. Council Provides Public Notice at Meeting o Posting of selected grantees will be posted on the State Council s website. o A hard copy of selected grantees will be posted at each SCDD office. Protest Period A 10-day protest period is allowed. No action will be taken during this time unless a protest is received. Notification Letters Sent Jul 27- Aug 7 Aug 8 Encumbrance Process o Staff works with grantee to receive all required documents (August 2021) o Grants received by SCDD HQ (September 2021) o Staff sends grantee reporting and invoicing templates (September 2021) o Staff enters contracts in FI$CAL o Grant starts (October 1, 2021) Grant in Process Designated staff will keep in contact with grantee to ensure work is being completed on schedule throughout the duration of the contract and help resolve any issues if necessary. Billing Procedures Grantee must send original invoice, year-to-date financial report and bi- monthly progress report to HQ (all originals must be signed in blue ink) End of Contract Exiting Evaluation Grantee must submit final report and billing Aug Oct Ongoing Ongoing TBD TBD
Adopt the Cycle 44 Grant timeline, with a provision that staff can change dates based on an administrative need. Adopt Cycle 44 Grant geographical focus. Adopt Grant focus based on the 2022-2026 State Plan Goals and Objectives. Review the final draft of the RFP at the January State Plan Committee meeting.
