
State Transition Readiness Grant Program for Enhanced Employment Opportunities

Transition Readiness Grant Program (TRG) A new state grant program aimed at improved transition service delivery with the goal of increasing competitive employment for students with disabilities. The Transition Readiness Grant program was funded in the state budget beginning in FY19. The funding level for FY19 is $1,500,000.00. We do not yet have information about funding beyond FY19.
Objective and Process The $1.5 million in grant funding will be available from DPI to support transition readiness and postschool employment for students with disabilities in FY19 (July 1, 2018 June 30, 2019). A competitive application process is being used. Work and college experiences for students with disabilities will be prioritized. (evidence-based practices)
Funding Level and Eligibility Grants will be awarded in amounts no less than $25,000.00 25,000.00 and no more than $100,000.00 All public school districts, 2x, and 2r charters with a secondary population are eligible to apply. DPI prepared and released an application the first week of March. 100,000.00.

Scoring Process Scoring teams will consist of one DPI staff member and one outside partner (DVR/DHS/BPDD) for each application. Scoring will take place between May 16thand May 31st. Notification of awards will be sent out by June 4th.
Funding Priorities Priority consideration for funding will include activities known to improve post-school employment outcomes (e.g. participation in Project SEARCH, obtaining paid community work experience while in high school, support for students attending postsecondary education or other type of job training; professional development in a transition certificate program, and dedicated staff time for transition to employment activities).
Allowable Costs Grant funding under this program can be used for transportation costs in addition to educational service costs. Contracts with community agency partners for the provision of services (college courses, job training, competitive integrated employment services) are also allowable costs. Multiple school districts or 2r charters with secondary populations may apply as a consortium. For such an application, one entity would receive funding and put in place agreements for dissemination of funds to the other partner(s) as applicable.
Funds Acquisition Process Funds awarded under this grant program will need to be expended between July 1, 2018 and June 30, 2019. Grant recipients will need to expend the funds and then invoice for reimbursement. The schedule for invoicing and reimbursement has not yet been developed.
Fiscal Implications The Transition Readiness Grants will be booked in Fund 27, with a state-assigned project code that will not be 011 (state categorical aid) or 019 (non-aidable). will not increase the LEA s local MOE level. revenue received should offset any expenditures coded to this new state grant project code and thus would not impact the LEA s Fund 10 to Fund 27 transfer.
General Requirements (for all recipients) Work with regional TIG coordinator to develop and implement (or continue) an on-line Graduation Rate and Transition Planning Improvement Plan. (GRIP/TIP) Utilize the Transition Services Rating Scale (TSRS) with two or more students. Coordinate at least one community event aimed at expanding collaboration to increase employment opportunities for students with disabilities. (Community Conversation/Amazing Race/Business Tours) Conduct a phone survey with former students with disabilities to gather information about their high school experiences and post-school outcomes.
