Interoperability - A Partnership for Maryland s Future Regional Sessions Major Ken Hasenei Statewide Interoperability Coordinator Maryland Department of State Police john.hasenei@maryland.gov
Crime Fighting Tools and Technology Advantages: Better statewide Interoperability with other agencies/states Better situational awareness Increased information sharing Increased intelligence/Homeland Security Increased cross border criminal investigation Enhanced coordination of major events or incidents Increased officer safety
Current Systems Automated Crash Reporting System (ACRS) ETiX 120 Agencies, 10,000 users, 85% of all citations, reduced traffic stop time 12 mins to 3 mins UCR Electronic Reporting 126/156 agencies Electronic SERO Driver Improvement Suspicious Activity Reporting Field Interview Reporting Criminal Citations DNR Citations
Statewide CAD/RMS/AVL/Mobile System $26M Project started in 2010 MSP, MdTA, MTA, DNR Provide a statewide, integrated computer-aided dispatch (CAD) and records management system (RMS) for law enforcement agencies statewide Bring disparate, outdated systems (ranging from paper/pen to simple applications) into a single, maintained system Improve data sharing and interoperability among users
Statewide CAD/RMS/Mobile System CAD RMS Mobile Share data among police agency locations and with other agencies Facilitates coordination and communication CAD benefits Current state and county maps Automated vehicle locator (AVL) Hazardous materials locations View other agency assets RMS benefits Availability of external information, e.g., person and vehicle data available from across the state and country Report writing is all electronic; quicker, more accurate and legible Improved data sharing and interoperability improves officer safety, situational awareness, and intelligence efficiency
Statewide CAD/RMS/Mobile System Implementation started in April 2013 So far, CAD/RMS implemented at: All MSP barracks MdTA, MTA and DNR completed What s next? Interface to external systems throughout 2014 OCMS, LInX, and several other interfaces planned Jasper reports, crime analysis, and improved maps Add allied agencies to increase data sharing Evidence module, fleet manager, warrant and summons module Safe Town
Regional Automated Pawn Information Database (RAPID) 5 years of successful deployment-Began October 2009 Administered by MSP but partnership between private industry and law enforcement $24.9 million recovered in stolen property (jewelry, guns, vehicles, gold, copper), 5,628 criminal arrests, closure of 8,930 criminal cases in and around Maryland During 2014, $6.6 million recovered in stolen property, 1,704 arrests and 2,950 criminal cases closed Delaware, Pennsylvania, DC, Virginia, West Virginia and now Carolinas Interested Ebay now linked to RAPID and working on Craigslist
