1st Phase of Social Audit 2014- 15 has been completed. It has been conducted in 12908 Gram Panchayats out of 12943. 2nd Phase is going on. 5
ACTIVITIES 1. Preparation of study material of Social Audit Rules 2011 in local language. 2. Conducted Training of Trainers Programes for Resource Persons . 3. Preparation of Social Audit Calendar. 6
5. Resource Persons/N.G.Os (Nehru Yuva Kander) have been engaged to conduct Social Audit at village level. 6. To Provide required information and records required during Social Audit to Gram Sabha Social Audit team by Programme Officer. 7. DPC or his nominee to supervise the Gram Sabha Social Audit. 7
Resource Person (Facilitator) for Village level to conduct Social Audit of each Gram Panchayat once in every six months. 8. 9. Arrangement of the videography of Gram Sabha during Social Audit by Programme officer. 8
10. Recording information in the formats provided by GoI during conduct of Social Audit by NGOs (Nehru Yuva Kander)/Resource Persons. 11. Uploading of Social Audit Data at Block level. 9
12. Compilation of Reports by Social Audit Unit. 13. To take action regarding discrepancies of Social Audit by Government. 10
Social Audit Unit (i) Recruitment for Social Audit Unit Director, Consultant and Social Audit Expert is under process. (ii) An amount of Rs.9.90000 has been sanctioned by Govt of India for conducting Social Audit. 11
CHALLENGES 12
1. Number of Panchayats are very large. 2. Most of the members of Gram Sabha are not aware about Social Audit of MGNREGA works. 13
Complete record or information of MGNRGA works is not available in the village/Block Records of MGNREGA works is not also maintained properly. 3. 4. 100% Physical verification of works are not being done as per guidelines of Social Audit. 14
5. Usually meeting of Social Audit Gram Sabha are conducted under the Chairmanship of Sarpanches. 6. Village level Resource Persons (Facilitator) needs Proper training regarding Social Audit. 15
7. Report of the Village Monitoring Committee is not being send along with the Social Audit report. 8. Work site facilities are not being provided. 16
9. Performa provided by GoI is not being filled properly. 10. Participation of Members of the Gram Sabha in Gram Sabha Social Audit meeting is usually less. 17
11. Resolution of the Gram Sabha Social Audit meeting are not proper. 12. Report on Action taken report of previous Gram Sabha Social Audit is nil. 18
