STEER project development 2017: launch in Salford 2018/20: Home Office (EIYF) funding and GM roll-out of model External evaluation (Edge Hill University) 2021: Commissioned service: Salford & Bolton 2022: YEF launch in Trafford & Wigan 2023 -25: further GM expansion x3 LA areas via progress from pilot to efficacy study
STEER Intervention Mentoring/ coaching 10 18s at risk of serious violence Structured intervention format (mandatory & optional units) Trauma informed, using contextual safeguarding approaches Suite of outcome measurement tools & GMP data to track impact
Referral criteria & mechanisms At risk of perpetrating or being a victim of violent crime because of peers, associates or family members (e.g. siblings) involved in organised crime, gangs or violent crime crime. Local contextualisation re: panels (e.g. PPIED) or teams/ institutions (e.g. complex safeguarding; schools) that generate and quality assure referrals
