Fiscal Agent Update: CA Community Foundation Phase 1 closeout Introductions- Program Officer & Program Associate SIC RFP status
New Deliverable: Activation Work Plan The Regional Investment Initiative (RII) initially required Jobs First Collaboratives to develop project lists as part of their Regional Plans Part 2. In response to feedback, Collaboratives will now fulfill this requirement by creating Activation Plans for select strategies. An Activation Plan can serve as an important tool for Jobs First Collaboratives to operationalize the goals of their Regional Plans Part 2 and will include the following components: o Strategy: What is the region s specific sector strategy (e.g., spearhead offshore wind within the clean economy), and how will the Collaborative organize, resource, and track progress towards this strategy? o Tactic: What primary steps will the Collaborative and its partners take over the next 12-18 months to achieve the region s sector strategy (e.g., create workforce and educational partnerships to build the talent pipeline)? o Tasks: What specific actions are individuals or organizations responsible for, and by when (e.g., [organization] will conduct outreach to 5 community colleges and workforce training programs by [date])? Tasks may include new projects or refocusing existing programs, as well as day-to-day activities of different organizations.
New Deliverable: Activation Work Plan One Tradeable Sector must be chosen for the Activation Work Plan Deliverable of Jan. 31st: Video Production and Distribution Aerospace Manufacturing Transportation & Logistics Concurrently, the California Jobs First team will work with Collaborative to determine if and how many additional Activation Plans for tradable sectors should be completed, with an estimated submission date of June 30, 2025. Template will be provided by state.
Equity Criteria for CJF Projects Proposal Criteria for Projects: - State has released draft criteria for Implementation o Applications for Implementation funding need letter of support from Collaborative o Collaborative can develop own criteria for letter of support Recommendations such as The Equity Working Group of CBO Leaders can be integrated in criteria to receive Letter of Support - State has released 'suggested' criteria for Catalyst o Each collaborative has final say in determining Catalyst funding criteria Recommendations such as The Equity Working Group of CBO Leaders can be integrated in criteria to grade Catalyst projects

Catalyst: Project Readiness Stages 'Exploratory' projects early stages of development may be just an idea or a back-of-the-envelope plan may need dedicated funding to study and develop into potential projects 'Last-mile' projects completed feasibility assessments (if applicable) feasible/viable projects to achieve their stated objectives undergone initial steps towards development and must clear a few additional hurdles 'Ready-to-go' projects (Implementation) have completed all necessary and possible steps to be ready for implementation upon receiving funding for construction projects = 'shovel-ready' CALIFORNIA JOBS FIRST | Project Readiness
Catalyst Pre-development Activities Feasibility studies; market analysis; environmental assessments, surveys, and remediation; site acquisition; site and development plans; project designs; permitting; establishing a regional tax increment financing district (TIF); drafting and negotiating Community Benefits Agreements and Community Workforce Agreements; establishing public-private partnerships, Community Development Corporations and Community Development Financial Institutions; revolving loan funds; joint powers authorities; financial planning (e.g., preliminary budget and construction financing); with the goal of establishing long-term funding opportunities for implementation of Planning Phase regional strategies; Basic environmental infrastructure pre-development, construction, and development of long-term operations and maintenance plans for infrastructure such as: clean water supply systems; wastewater systems; waste disposal systems; pollution control services; Support costs for building and sustaining the capacity of project leads and partners, such as: investments in partner and local staff development; funding new and/or critical positions; acquiring or utilizing tools and resources to increase partner capacity for project planning and implementation; organizational capacity activities such as access to financial services or legal review; developing new pilot or demonstration projects and programs; participation and/or partnership with existing workforce programs; providing or securing technical assistance for partners. For non-construction projects, the pre-development aspect includes the planning, outreach, research, collaboration and other activities that go into forming or developing the idea.
